Dublin City Council's Housing Department is responsible for the delivery of in excess 16,000 units under various delivery streams and have a housing stock of approximately 29,000 units, providing maintenance, estate management and support services. Dublin City Council's Quantity Surveying Division, within the Housing Department, has a wide-ranging role in advising upon and financially managing the City Council's construction programme, from inception to final completion, on a varied range of new build, refurbishment and maintenance projects in the residential, commercial, leisure and municipal sectors.

The Quantity Surveying Division ["QSD"] provides commercial services for the delivery of the City Council's Capital Programme, primarily under "Programme Group 1. The remit of the QSD also extends to other "Operational Streams" under maintenance programmes relating to the City Council's existing housing stock.

The QSD operates as an internal professional consultant within the City Council, therefore, this provides the opportunity to gain a wide ranging and in-depth experience across roles on various projects and commissions.

The QSD provides a comprehensive, best-practice quantity surveying service, which encompasses the following functions:

1. Procurement,

2. Dispute Management,

3. Quantity Surveying,

4. Cost Management and

5. Project Management.

About the Role:

The Senior Executive Quantity Surveyor duties include but are not limited to the following:


• Managing, overseeing and directing projects (including staff and consultants) undertaken by in-house quantity surveying staff and consultant quantity surveyors;


• Providing the full range of quantity surveying services from Project Inception to Final Completion on allocated projects in accordance with the requirements of the Public Works Forms of Contract and the Capital Works Management Framework, including preparation of tender and contract documentation;


• Setting targets, goals, timeframes and driving progress to ensure completion of projects in a timely manner;


• Managing and motivating staff by fostering good employee/management relations;


• Working within the Part V delivery stream in the delivery of social housing stock through the Part V provision of the Planning and Development Act. This involves the interrogation of costs presented by developers in the first instance, engaging with developers and the agreement of total project costs, prior to submission to the Department of Housing, Local Government and Heritage for funding;


• Liaising with Government Departments and agencies on matters relating to projects;


• Undertaking the role of Project Manager on projects when required;


• Partaking in Alterative Dispute Resolution processes such as: adjudications, conciliations, arbitrations in regards to construction projects;


• Preparing Pricing Documents (Bills of Quantities, Pricing Schedules and the like) using Cubit (or equivalent) in accordance with ARM and its supplements (Agreed Rules of Measurement), ICMS or equivalent measurement standards;


• Reporting and advising on final accounts;


• Preparing Cost Plans / Cost Estimates;


• Managing Public Procurement Tender Procedures, which may include; Preparation, coordination and reporting on public procurement competitions in line with the Public Works Contracts, the Capital Works Management Framework and the Public Spending Code;


• Preparation and coordination of funding applications under the Capital Works Management Framework;


• Commercially leading projects; evaluating interim payment applications, assessing Claims of Entitlement and Quantum and estimating Change Orders to be issued to the Supply Chain;


• Participating in ongoing personal and professional development;


• Ensuring that the Quantity Surveying Division carries out its functions and duties in an effective and efficient manner;


• Deputising for the Assistant Chief Quantity Surveyor as required;


• Undertaking tasks or duties assigned by the Chief or Assistant Chief Quantity Surveyor.

About You:

It would be desirable if the successful candidate had the following Skills and Experience:


• The successful applicant must be willing to travel around the City using their own means of transport, such as a car or public transport, if required.


• A current unendorsed full driving license (Category A1, A and/or B) is desirable as successful applicants may be required to drive in the course of their duties.

Candidates must also:


• Have the knowledge and ability to discharge the duties of the post concerned;


• Be suitable on the grounds of character;


• Be suitable in all other relevant respects for appointment to the post concerned;
