Details of Service The post holder will report to the Head of Human Resources and People Development and contribute to the ongoing development of a Corporate HR Service to the Hospital.
Reporting Relationship The post-holder will report directly to the Human Resource Business Manager regarding all aspects of his / her work.
Key Working Relationships The post holder will work closely with: Head of Human Resources and People Development Senior Human Resources Business Partners Human Resources Business Partners Human Resource Data and Information, Engagement and Wellbeing Functions Hospital Departments/Divisions.

IHA & HSE Dublin North East Region Purpose of the Post The post holder is a key resource and support to provide a Human Resource service to the Hospital and to contribute to the ongoing development of a HR Service.
Principal Duties and Responsibilities Key Responsibilities: Enable Line Managers to be effective leaders and decision makers; Ensure compliance with current employment legislation to ensure work practices meet legislative needs Planning, developing and implementation of recruitment requirements for the relevant divisions Employment contract management, nationally agreed terms and conditions of employment; The development and review of workforce plans and progress subject to approved employment ceilings (WTE) and approved financial allocations Key HR Performance Indicators within each service area in line with HR service objectives Ensure all HR processes to include grievance, disciplinary, investigation processes etc. are managed locally in line with the nationally agreed HR policies and procedures Effectively discharge the day to day operations, including compliance with HSE Financial regulations and all HSE policies and procedures; Ensure governance of payroll process, approval of pay implications along with Head of Department Line Management responsibility for relevant division within the department Day to day operations of HR department including office cover, cleanliness, GDPR Manage the full end-to-end recruitment process and ensure the fulfilment of all vacancies in the required timeframe.
Manage all recruitment campaigns working with hiring managers to determine their needs.
Initial screening of CVs, scheduling and conducting interviews where necessary, reference checking and other screening checks and assessments right through to offer stage Liaise with payroll re new starters / leavers / annual leave / contract changes etc Employee Relations and Absence Management: Provide advice and support to the Line Managers regarding employee relations and performance matters.
Ensure all disciplinary matters are managed appropriately Maintain absence records and make recommendations on any actions that need to be taken Carry out administrative duties in relation to general administration as required to support the smooth running of the Human Resources Department.
Process management and staff queries in a timely and efficient manner.
Assist in the formulation HR Procedures, Policies, Guidelines and SOPs in order to ensure continual development of a professional HR customer focused service.
Manage and collaborate with all stakeholders to ensure new or updated strategic HR initiatives, services, processes or policies are communicated, planned and implemented effectively across the functions.
Maintain an up to date knowledge of employment law and statutory regulations as they apply to the Human Resources function.
Liaise with other departments and outside agencies where applicable.
Responsible for the effective management and development of Human Resources processes and utilisation of Information Systems to continuously improve operational efficiency.
Assist and/or participate in research, change management and development projects when required.
Provide locum cover for colleagues in their absence as required.
Undertake continuing education and development activities consistent with the position.
Other duties appropriate to the post as assigned from time to time.

Eligibility Criteria Qualifications and/ or experience Eligibility Criteria: Eligible applicants will be those who on the closing date for the competition: QUALIFICATIONS / EXPERIENCE: Essential 1.Minimum 2 years experience in a Human Resource Business Partner/ HR Manager role.
2.Proven track record in personnel management 3.Have significant experience of managing recruitment.
4.Have significant experience of HR legislation, implementing HR policies and procedures and the provision of a comprehensive HR advisory service.
5.Be open to challenge, change and variety with a flexible and organised approach to work organisation.
6.A high degree of confidentiality, integrity and initiative / problem solving skills.
7.Excellent business partnering skills, communication and IT skills to include advanced knowledge of Microsoft Excel and PowerPoint.
QUALIFICATIONS / EXPERIENCE: Desirable 1.CIPD qualified.
2.Hold a HR Third Level Qualification from an accredited institution.
3.Experience in a relevant Health Care Human Resources Department.
SKILLS, COMPETENCIES AND/OR KNOWLEDGE 1.A high level of competence in the use of a range of Information Technology Products e.g. to include, Microsoft products and Human Resource Information Systems (HRIS).
2.Good understanding of HR Policies and Procedures.
3.Ability to work on own initiative and achieve results.
4.Possess a good knowledge/understanding of Human Resource issues and current employment practices.
5.Highly developed communication, interpersonal and time management skills.
6.Be able to demonstrate a good level of consultation and negotiations skills.
7.Be open to challenge, change and variety with a flexible and organised approach to work organisation.
8.A high degree of confidentiality, integrity, initiative and problem solving skills.
(a) Eligible applicants will be those who on the closing date for the competition:
(i)Have satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act **** at a level not lower than that of Grade IV (or equivalent).
Or
(ii)Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish1.
Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.
Or
(iii)Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction.
And
(iv)Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).
* *Candidates must achieve a pass in Ordinary or Higher level papers.
A pass in a foundation level paper is not acceptable.
Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme.
The Leaving Certification Applied Programme does not fulfil the eligibility criteria.
And
(b)Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
(c)Health:Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
(d)Character:Candidates for and any person holding the office must be of good character.
