Contract:

Permanent (6 month probationary period)

About CHA:

CHA is a non-profit company with Charitable Status and has Approved Housing Body status with the Department of Housing, Planning and Local Government. It was set up in 2001, on the initiative of local residents in Baltimore, a fishing village in West Cork where holiday home development was pushing house prices out of the reach of local people.

Our Mission Statement:

"Develop and provide housing and associated amenities, for a range of households that were excluded from the housing market, on the basis of partnership with local authorities and community organisations, and aiming at a high level of energy efficiency and sustainability."

Role Overview

This leadership role within an Approved Housing Body focuses on ensuring the health, safety, and wellbeing of all properties while overseeing the delivery of renovation, retrofitting, and maintenance services. You will provide strategic direction, financial oversight, and operational excellence while prioritising tenant satisfaction and compliance with regulations.

Key Responsibilities

* Health, Safety, and Wellbeing

: Ensure that health, safety, and wellbeing across all properties remain a top priority, complying with relevant legislation and best practices.
- Leadership and Communication

: Provide expert guidance on renovation, retrofitting, and maintenance, acting as the main point of contact for tenants, contractors, and consultants. Deliver clear and effective communication regarding works and services.
- Strategic Oversight

: Collaborate with the Board to develop and implement short-, medium-, and long-term plans for property improvements, aligning with organisational goals and sustainability objectives.
- Budget and Financial Management

: Develop, manage, and implement budgets for renovation, retrofitting, and maintenance, ensuring compliance with statutory funding requirements, procurement regulations, and accurate financial reporting.
- Sustainability Initiatives

: Work with consultants and sustainability experts to implement energy-efficient renovation and retrofit solutions, reducing the carbon footprint of the housing stock.
- Compliance and Best Practices

: Ensure all works comply with building regulations, planning approvals, health and safety standards, and best practices in contract and works management.
- Contractor and Consultant Management

: Oversee the procurement process, including preparing tenders and setting up an approved panel of contractors and consultants. Manage third-party contractors and ensure adherence to key performance indicators (KPIs).
- Tenant Engagement

: Provide timely and effective communication with tenants regarding renovations, retrofitting, and maintenance to enhance their experience and satisfaction.
- Monitoring and Reporting

: Regularly update and maintain the Asset Management database (M3 Vision) and other platforms. Prepare monthly reports for the Board and Works Subcommittee, covering progress reviews, KPIs, and compliance documentation.
- Team Leadership

: Supervise the repairs team and oversee the implementation of responsive repairs and national repair services, ensuring high-quality service delivery to tenants and stakeholders.
- Defect and Insurance Management

: Manage the defect resolution process for new properties and oversee insurance claims, coordinating with loss adjusters and assessors.
- Continuous Improvement

: Drive a culture of improvement in renovation, retrofitting, and maintenance, meeting agreed targets while managing costs effectively.

Qualifications and Experience:

* 2-5 years' professional and/or practical experience in Works Management or similar.
* 3rd Level Qualification in Contract and Works Management or relevant area is desirable.
* A self-motivated, resourceful, solutions driven and flexible approach with a willingness to engage and improve all aspects of the site facility.
* Experience of managing 3rd Party contractors and knowledge of health & safety in a construction context is advantageous.

Who We're Looking For:

Minor and Major Works Management Expertise:

Proven experience in managing the renovation, retrofitting and maintenance of domestic properties, or similar experience.

Sustainability Champion
:

Strong understanding of sustainability principles in building operations, with a passion for and experience of integrating these into domestic dwellings.


•
Stakeholder Management Skills:

Excellent communication skills with a proven ability to manage diverse internal and external stakeholders, particularly tenants and property occupiers.


•
Hands-On Asset Manager:

Practical experience in the management of renovation, retrofit and maintenance of domestic properties, including the carrying out or commissioning of stock condition surveys, and the ability to support day-to-day operations and tackle smaller projects.
