You must have public procurement experience to be considered for this role. This role is a mid-level role in our business and you need public procurement experience, ideally working using EU, EEA or Ukrainian procurement regulations. We are interested in applications from central and Eastern Europe in particular including Bulgaria, Croatia, Czechia, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia, Ukraine.

We are seeking somebody with some public procurement experience. This can be as a legal professional like a paralegal, solicitor or as a consultant in public procurement.

With Keystone Procurement, you will work closely with the owners, two very experienced management consultants and be mentored directly by them. You will have an opportunity to specialise further in public procurement and develop deep skills in line with your abilities and your growth trajectory.

Role Profile - Associate Consultant

This is a key role in our business and will provide the successful applicant with an excellent understanding of professional services. Keystone Procurement is focused on the buy-side of procurement.

People with buyer side public procurement tendering experience have an advantage.

This role is fully remote although you will be required to attend team planning meetings and face to face meetings from time to time as the need arises.

We have a dynamic team which works on a virtual basis.We are firmly focused on delivering overall objectives rather than people being available at specific times of the day. While we agree some core hours with team members, we are quite happy to offer a lot of flexibility to our colleagues.

The clients that we work with include Government Departments, Healthcare organisations, Educational Institutions, Local Authorities, State Agencies and Embassies of overseas countries in Ireland and across the EU.

Overarching role requirements

We will be asking you to work with standard processes across a wide variety of work. The successful candidate will work with the owners refining internal procedures, our use of our core systems and how we manage and coordinate the delivery of work.

You will be asked to complete a DISC profile so we can understand how best to work with you. All team members complete this and we all share our profiles with one another to ensure we can work together productively.

Consultancy support activities

* Work directly supporting the delivery of client projects with Keystone Directors and colleagues.
* Provide administrative assistance, such as writing / editing e-mails, drafting memos, and preparing communications for use in client communications.
* Managingcorrespondence between owners and team when owners are away
* Assisting developing presentations for clients
* Communicating and scheduling clients, vendors & contractors
* Undertaking research as required
* Working on tender administration, scheduling and monitoring activities including key timelines, capturing clarifications requests from potential tenderers in tender processes
* Support drafting early stage materials and undertaking research on tenders for clients
* Assistance developing responses to queries from clients
* Assistance with documentation and updating of internal systems and processes
* Drafting of contracts as required
* Document review as required
* Project management and coordination of updates on project system
* Maintaining comprehensive and accurate records (e.g. note taking at meetings etc).
* Organising meetings, including scheduling, sending reminders and follow-ups.
* Helping with business development and follow-ups on prospects and managing the prospect pipeline.
* Answering phone calls in a polite and professional manner.
* Managing the executive’s calendar where required, including making appointments and prioritising the most sensitive matters.

Requirements

* Ability to travel on occasion including for team meetings and company planning activities if required.
* Ability to go to after-hours networking events if relevant.
* Valid driver’s license (beneficial not required).
* Working vehicle and insurance (beneficial not required).

Skills Required

* Minimum level 8 (degree) in Business or Law. A level 9 (masters) in business or law is also acceptable.
* At least three years of post-qualification experience in procurement, business or law, 2 of which must be in a full-time public procurement buy-side role.
* Previous job experience in a public procurement role.
* Excellent written and verbal communication skills.
* Numerate with a good eye for detail.
* Strong financial literacy and negotiation skills.
* Highly Proficient in MS Office.
* Experience drafting tenders and/or contracts

* Salary range depending on experience is competitive and will be benchmarked to your location.
