Job Purpose

It is also responsible for the integration of proposed merchant HVDC interconnectors such as the Greenlink and Mares Interconnectors to the Irish power system and market as well as the identification of opportunities for new interconnectors to Great Britain, France, Belgium, the Netherlands and Spain.
The Operations & Asset Management Directorate comprises highly skilled professionals with backgrounds in engineering and business/commerce - together they manage the operation of the power system and market, ensuring that the lights stay on in a secure, reliable, sustainable and economic way.
The Directorate is also responsible for the implementation of transmission system and market transformation in order to meet the future needs of all users of electricity.
This includes the optimal use of interconnectors to enhance security of supply and to reduce Ireland's reliance on high carbon producing machines and replacing them with renewable generation in line with the government's National Policy Statement on Electricity Interconnection 2023.
The Interconnection Contracts Manager will be responsible for leading the end-to-end development, execution and ongoing management of contractual, legal and regulatory affairs, procurement strategies and vendor management on behalf of EirGrid's interconnectors.
The role holder will ensure that the Interconnector contracts pertaining to commercial and asset management are managed and maintained transparently and in line with international standards.
The role holder will also work collaboratively to ensure EirGrid interconnector requirements are met and relationships are managed with all relevant stakeholders including regulators, TSOs, equipment manufacturers, insurance brokers and market participants in line with a budget of approx.
€50-60m per annum for the EWIC and Celtic interconnectors.
This will include management of significant arrangements (such as the Celtic interconnector asset readiness project for Go-Live), participating at internal and external project boards and coordinating a large number of contractual activities across multiple jurisdictions.
The role holder will work with the key strategic stakeholders across the organisation and externally to ensure all technical, financial, legal and regulatory aspects for HVDC asset and commercial operations are in place for the connection and operation of multiple HVDC interconnectors.
The ability to develop strong business cases to demonstrate the compelling arguments, both operational and techno-economic, to support and deliver such opportunities in line with the relevant governance and control frameworks will be key to success in the role.
This is a high-profile role for legal and contractual engagement with international TSOs, Interconnector Operators, Original Equipment Manufacturers, commercial and regulatory bodies at a senior level.
As a result, exceptional skills in communication and an ability to articulate technical concepts and analysis to senior non-technical audiences and business leaders is essential.
The role holder will ensure that emerging contract direction on HVDC asset and commercial operations across borders post Brexit and upon European reintegration of the SEM, are aligned and optimised for the benefit of Irish consumers.
The role holder will be passionate about delivery of the strategic aims and objectives of the Group, particularly for interconnection and the role that he/she can play in leading and influencing the integration and transformation of the power system for future generations.
Key Responsibilities
Manage contractual arrangements for third party service providers to ensure the appropriate execution of EirGrid requirements including the Engineering Procurement and Construction (EPC), Inspection, Maintenance and Repair (IMR), Long Term Service Agreements (LTSA) contracts etc.
Project Manage the Contractual pillars for the EWIC and Celtic interconnectors with Great Britain and France.
This will include working with key stakeholders across the organisation and externally (partners such as RTE, NESO, Hitachi, NKT, Siemens, Nexans and associated 3rd party service providers), leading the key contracts work stream pertaining to HVDC Interconnector assets and commercial arrangements, ensuring that appropriate controls are in place, having regard to budgets, schedule, quality, risk and activity monitoring.
Act as a key point of escalation for Interconnector contractual activities and manage Risks, ensuring that the Head of Interconnection, the HVDC Asset Manager, the EWIC and Celtic Commercial Managers and relevant Boards and Directors are fully informed across all relevant matters.
Provide contractual leadership and professional procurement expertise, working collaboratively with the Asset Management, Commercial, Regulatory and IT teams as well as external parties (OEMs, technical specialists and service providers) on key functional and business objectives (cost, delivery performance, risk mitigation, innovation, etc.)
for HVDC interconnectors.
Develop, define and implement the Interconnection Procurement Strategy in liaison with key business functions to ensure EirGrid requirements are fully met in a cost-efficient manner Communicate to management on supply chain developments and provide regular market intelligence updates highlighting any risks (e.g.
component obsolescence, logistics, warranty expiration, etc.)
on the Interconnection critical business path as early as possible Negotiate, develop and manage commercial opportunities and relationships as part of establishing new Interconnection Frameworks and ensure EirGrid's enduring requirements are fully met Lead all procurement activity on our current frameworks to ensure immediate requirements are met in a timely manner including identification, categorisation and ongoing tracking of qualitative and quantitative performance Develop and oversee governance structures, procedures and quality assurance to allow continuous risk analysis relating to interconnector contracts; ensuring that all appropriate policies, laws and regulations are observed, financial controls are observed and managed to identify and proactively resolve issues.
Lead ongoing tender administration and financial requisition/purchase order management and approval duties on behalf of EirGrid's interconnector business Contract Manage the entire contract lifecycle including but not limited to; drafting and negotiating contracts monitoring contract obligations managing contract changes and variations onboarding and offboarding activities service delivery preventing Disputes assessing the impact of breaches, failures or disagreements, managing Claims preparing and consolidating documentation negotiating settlements calling off the strategic relationships.
Coach and mentor staff and grow team capability to provide technical expertise and guidance including delivery of advanced and bespoke training to senior specialists and relevant parties on interconnector contract management and practices.
Act as an Interconnector contracts subject matter expert for HVDC contract and compliance matters, collaborating with Group Regulation in engagements with the Regulatory Authorities including providing technical and financial inputs for regulatory policy and compliance.
Provide an industry recognised thought leadership and technical expertise in the area of HVDC Contracts Management, leading consultations and knowledge sharing workshops with internal and external stakeholders, representing the team at external events and industry conferences.
Knowledge, Skills And Experience
3rd level Qualification in Supply Chain Management/Engineering/Business/Law or equivalent with 10+ years' experience Knowledge of utilities and/or experience of public sector tendering Proven technical experience of developing and managing Engineering Procurement and Construction (EPC), Inspection, Maintenance and Repair (IMR), Long Term Service Agreements (LTSA) and Commercial contracts and Operating Protocols, particularly for their operational phase from connection and energisation through to decommissioning.
Established and expert understanding of contract law and risk management principles Expertise in the procurement of services or products within or destined for the offshore/onshore energy industry Working knowledge of purchasing tools, platforms and processes Ability to provide contractual leadership and work within a business critical environment while meeting strict deadlines.
Ability to successfully guide, persuade and influence others towards a common vision or goal, through developed skills of communication and diplomacy, including negotiation and conflict resolution when required.
Exceptional communicator, able to articulate technical, contractual and commercial concepts and analysis to technical and non-technical audiences and senior business leaders, and can influence, inspire and collaborate with others to deliver interconnection objectives.
Change oriented, resilient, innovative but uncomfortable with contract ambiguity Track record of conceiving and introducing innovative ideas, solutions or new ways of doing things to solve business problems, collaborating with experts along the way.
Proven strong experience of the design and integration of financial and technical requirements into required contracts.
A tenacity to drive excellence and quality in all areas of responsibility in line with the company vision and strategy, identifying and embracing best practice.
