BOCSI is seeking a
Programmer Analyst
with demonstrable experience in creating data driven applications with useability, accessibility, security and performance in mind.
The ideal candidate will exhibit proficiency in application design and development, ideally with Blazor, ASP Core, C# and the .
NET framework, or similar technologies.
As part of our strategic application roadmap, BOCSI is evolving how we work—modernising our systems and processes to ensure we deliver high-quality applications and support that meets the needs of our organisation.
We're looking for an innovative, solution-driven Software Developer who is passionate about building cloud-based software that reflects best practice.
In this role, you will be a key member of the team behind our digital transformation initiatives, helping stakeholders unlock the full potential of their data.
Your work will encompass the development of impactful web and mobile applications, data visualisation tools, analytical platforms, interactive dashboards and multimedia solutions using the latest tools and technology including AI coding agents.
As a
Programmer Analyst
, you will collaborate closely with cross-functional teams, ensuring seamless integration and optimal performance across all developed solutions.
The Developer will help design, build, test and maintain a number of applications to support BOCSI business needs; as well as assisting the broader ICT Team.
This position will play a vital role in BOCSI's digital success.

Qualifications and Experience
Education:
Hold a third level degree in Information Systems, Computer Science, Software Engineering, Electronic Engineering or equivalent (Minimum Level 8).
Experience:
At least 3 years of relevant experience in Microsoft's .
NET Framework C# Development or similar technologies building responsive user interfaces;
Good understanding and implementation experience of UI/UX processes and ability to use UX tools to improve and monitor user experience;
RDBMS experience including coding of SQL queries;
Experience with user authorisation and access control in secure web applications;
Demonstrable experience of modern development processes;
Proven experience of successful implementation and support of web applications;
Proven ability to understand technical requirements and convert them into detailed work tasks.
Advantageous but not essential:
Knowledge of application analytics and logging
Document search and indexing
Experience with design and prototyping tools would be desirable e.g. Figma
Skills:
Have solid analytical, design and development skills, with a clear and concise understanding or all aspects of the application development lifecycle

Key responsibilities:
Participate in cross-functional design and implementation planning sessions for new solutions
Interface with HR, Finance and others to write functional specifications to deliver business solutions
Design, develop, maintain and support applications connecting to a Microsoft SQL Server platform
Proficiently perform code review, unit and integration testing
Responsible for driving technical changes through the change management process
Technically own and manage the process of ensuring build and integration of the various elements of the solution
Manage risk identification and risk mitigation strategies associated with solutions
Perform data analysis and reporting
Adhering to Brothers of Charity Service systems development standards and policies
Provide support outside of normal working hours (when required); and,
Resolve technical problems and support colleagues in the ICT team
Working Hours:
The normal working week will be a 56 hours per fortnight; however, flexible hours including weekends and evenings are occasionally involved.
Starting and finishing times will be notified to, and agreed with, the appointee from time to time by the National ICT Applications Manager.
The successful candidate must be available for on-call situations that may arise from time to time.
These times may be outside 'normal' operational times and must be approved by your manager.
Remuneration:
Department of Health Grade V (Clerical) salary scale (01/8/2025) - € 51,718 x 5 increments – €58,078 (Max) pro rata per annum.
A Long Service Increment (LSI)-€59,969 pro rata per annum is payable after 3 years on the maximum of the scale.
A final Long Service Increment (LSI)-€61,866 pro rata per annum is payable after a further 3 years.
The Grade V range above is based on 5 days (70 hours per fortnight).
The role being offered is based on 4 days per week (56 hours per fortnight).
Tenure of Post:
This post is permanent part-time and pensionable.
A probationary period of nine months from the date of appointment applies to the post.
The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment.
The probationary period may be extended at the Employer's discretion.
Travel:
The person appointed must provide his/her own car and must furnish an indemnity from Insurers in favour of the employer.
Travelling expenses at the appropriate rate will be paid in respect of travel necessarily performed in the discharge of duty.
Location:
The role can be based in any of our regional offices which include Waterford, Cork, Limerick, Clare, Galway and Roscommon.
Occasional travel to our National Head Office in Clarinbridge, Co.
Galway will be a requirement.
