Offer description

We invite applications for the full‑time, 12‑month contract role of Community Employment Supervisor in Waterford.
Main Duties and Responsibilities
Administration

Provision of an efficient financial and accounting system in line with sound accounting procedures and conventions.
Preparation of financial returns, including wage claims, material claims, and Participant Development Grant claims.
Management of all financial payments, participants' payroll, bank account and PRSI returns.
Ensuring payment of Participant Allowances.
Installation and maintenance of an effective time‑keeping record system for participants on the project.
Competent report writing and reporting skills.

Training Development Provision

Carry out identification of learner needs with individual participants as part of the Individual Learner Plan (ILP) process.
Identify needs and source and coordinate cost‑effective training/development opportunities in line with Department procurement guidelines.
Prepare an ILP for each participant and enter it on Welfare Partners in accordance with CE procedures.
Plan and procure relevant training opportunities.
Maintain and update training records for each participant on Welfare Partners as part of their ILPs.
Monitor and review training inputs with the participants.
Plan and organise work placements – internal and external as required.
Report on ILP developments to Sponsoring Organisation.
Monitor and evaluate training inputs with both the participants and training providers as part of the obligations under the DSP Quality Assurance process.

Human Resources

Plan and coordinate project participants' work schedules.
Communicate effectively with all participants on the project using team meetings and individual formal/informal one‑to‑one meetings.
Develop a mutual understanding with participants regarding their needs and backgrounds, such as re‑entry to part‑time work opportunities for those who were long‑term unemployed and developing a progression path for each participant.
Deal with all disciplinary matters in relation to participants.

Community Employment

Execute the Community Employment Procedures Manual.
Ensure that work areas meet appropriate housekeeping standards and provide a safe and healthy environment for participants – both in terms of facilities and work practices.
Recruitment, supervision, scheduling and support of participants to ensure the best returns to the sponsor.
Carry out any other functions relevant to the position of Supervisor as indicated by the sponsor from time to time.

PERSON SPECIFICATION
Training, Experience and Qualifications

A Major Award at 3rd level (NFQ Level 6 or higher) in Business/Financial Administration, Training, Human Resources, Project Management or related disciplines is desirable.
Previous supervisory and people management experience relevant to the post (minimum 3 years).
Previous experience in Administration, Project Management, Training or other relevant positions.

Knowledge and Skills

Solid understanding of the role of the CE Supervisor as it pertains to project management and delivery.
Demonstrate responsibility, commitment and motivation to implement the spirit of Community Employment.
Proficiency in Microsoft Office programmes, with high ICT skills such as Excel, PowerPoint, Payroll and MS Word.
Full driving licence and own car required.
Effective communication skills.
Capable of directing, motivating, coaching and mentoring job seekers.

Behaviours

Ability to work independently and as part of a team.
Excellent interpersonal skills, articulate and assertive.

Remuneration and Benefits

Salary determined by the Department of Social Protection's pay scale in line with the advertised post and previous experience.
Starting salary €743.49 per week (higher for those with previous CE Supervisor experience).
Excellent working conditions and commitment to ongoing training and development of all employees.
Annual leave and sick leave as per Department of Social Welfare guidelines.
