Job Purpose:
To oversee the implementation and continuous improvement of the Safety Management System (SMS) at Weston Airport, ensuring compliance with EASA, ICAO, and National regulatory requirements across air traffic control services and aerodrome operations. The Safety Manager will be responsible for promoting a positive safety culture, managing safety risks, and ensuring safe and efficient operations at the airport.
Key Responsibilities:
1. Safety Management System (SMS):
* Maintain and develop the SMS in line with European Regulation (EU) 2017/373, (EU) 2015/340 & Licensing Requirements for Public Aerodromes (ALM 002) (aerodromes).
* Identify and assess operational safety risks and ensure appropriate mitigations are in place.
* Manage the airport's Safety Risk Register and facilitate regular safety performance reviews.
* Ensure continuous alignment with ICAO Annex 19 and Doc 9859 (Safety Management Manual).
2. Occurrence Reporting & Investigation:
* Manage the occurrence reporting process, ensuring compliance with EU Regulation 376/2014.
* Investigate safety incidents and occurrences involving ATC, airside operations, and third-party contractors.
* Conduct root cause analyses and implement effective corrective/preventive actions.
* Submit mandatory reports to the Irish Aviation Authority (IAA) within regulatory timeframes.
3. Internal Safety Audits & Monitoring:
* Conduct regular safety audits, inspections, and compliance checks on ATC and aerodrome operations.
* Monitor Safety Performance Indicators (SPIs) and provide monthly/quarterly reports to senior management.
* Follow up on safety recommendations and ensure close-out of findings from internal or external audits.
4. Safety Training & Promotion:
* Organise and deliver safety training sessions for air traffic controllers, operations personnel, and other airport stakeholders.
* Promote safety awareness and Just Culture through bulletins, briefings, and workshops.
* Foster a reporting culture and ensure staff are familiar with confidential reporting procedures.
5. Regulatory Liaison & Coordination:
* Act as the main point of contact for the IAA's Aerodrome and ANS regulatory divisions.
* Liaise with external agencies (e.g. Air Accident Investigation Unit, IAA SRD, EASA) as required during inspections or investigations.
* Represent Weston Airport in safety meetings, working groups, and industry forums.
6. Emergency Response & Preparedness:
* Participate in the planning and execution of emergency response exercises.
* Ensure integration of safety procedures into the airport's emergency response plan.
* Support the Airport Emergency Operations in the event of an incident or accident.
7. Alternative Duties:
* Support the implementation of compliance and quality related tasks and any other activities which may arise.
Qualifications and Experience:
Essential:
* Degree in aviation, safety management, or relevant experience.
* At least 3 years of experience in aviation safety, preferably in a regional airport or ANSP environment.
* Demonstrated knowledge of EASA, ICAO, and IAA safety requirements.
* Experience in conducting safety investigations and risk assessments.
Desirable:
* Completed recognised Safety Manager / SMS training (ICAO or EASA compliant).
* Operational experience in air traffic control, airside operations, or airport ground handling.
* Experience in completing safety cases and familiarity with change management
* Familiarity with the specific regulatory framework and operational environment of Weston Airport.

* Excellent written and verbal communication, including safety report writing.
* Ability to engage with stakeholders at all levels and promote a strong safety culture.
* Proficient in Microsoft Office and safety data management tools.
* Independent, proactive, and detail-oriented approach to safety oversight.
Working Conditions:
* Based at Weston Airport with regular access to airside and ATC operations.
* Occasional after-hours availability for events, incident response or emergency drills.
* Role involves walking in operational areas and participating in field inspections.
