Vacancies and Location
Currently there are two vacancies for GIS Officers (Grade III), and successful candidates will initially be placed in either OPW’s Head Office, Jonathan Swift St, Trim, Co. Meath or their Dublin Office in George’s Quay. Applicants may select either of these locations on their application form.
ENTRY REQUIREMENTS
Essential Candidates must have on or before Thursday, 4th September 2025:
1. A qualification at minimum Level 8 on the National Framework of Qualifications (NFQ) or NARIC Ireland Foreign Qualifications equivalent, in GIS, Geoinformatics, Mathematics, Computer Science, Data Analytics or other relevant discipline that includes a major GIS or numerate component focused on computer science or data analysis in the final year.
2. Experience in three or more of the following areas:
Spatial and/or Remote Sensing Data Analysis. Experience should include working with spatial or satellite data using standard GIS and remote sensing software such as QGIS, ArcGIS, ENVI, or ERDAS IMAGINE or similar platforms. Map creation, basic image interpretation, spatial queries and raster/vector analysis.
Spatial Data Transformation and ETL Workflows. Experience should include the design and implementation of spatial data transformation workflows using tools such as FME, GeoKettle, or ArcGIS ModelBuilder, ETL processes, data integration from diverse sources, and spatial data standardization.
Data Standards and Quality Assurance Processes. Experience should include geospatial data standards, metadata conventions, and quality control practices. Implementing automated validation procedures or aligning data workflows with bespoke data standards and ISO or Open Geospatial Consortium (OGC) standards.
Database Management. Experience should include spatial database design and management using PostgreSQL/PostGIS or similar systems. Writing SQL queries for spatial analysis, maintaining and optimizing geospatial databases.
3. Experience in and a comprehensive knowledge and understanding of GIS principles, data analysis and associated technologies.
4. The ability to analyse technical and management problems and apply theoretical knowledge to devise creative, practical, and cost-effective solutions.
5. Excellent organisation skills with a planned and systematic approach to work and the capacity to lead the delivery of quality projects and technical services.
6. Excellent interpersonal skills including the capacity to effectively engage and collaborate with key stakeholders and networks, both internally and externally.
7. Excellent communication skills (both oral and written) with the ability to present complex information in a clear and concise manner.
8. The ability to work calmly under pressure and deal with multiple demands and competing priorities to tight deadlines.
9. Be motivated, flexible and willing to adapt, positively contributing to the implementation of change.
10. Experience of operating successfully in and actively contributing to a multidisciplinary team environment in support of excellent service delivery.
11. A commitment to continually developing their skill-base, acquiring general and specialist knowledge and keep up to date with appropriate new developments in Information Technology.
In addition to the above, candidates must also be able to demonstrate the Key Competencies identified for effective performance at this level.
A knowledge and familiarity with FME Form and Flow.
Knowledge of and familiarity with web development skills, including HTML, CSS, Django Web Framework, Leaflet, OpenLayers library etc.
Knowledge of and familiarity with web services and tools for sharing geospatial data, including OGC standards and WMS, WMTS and WFS.
Knowledge of and familiarity with the Structured Query Language (SQL) for spatial databases, including the PostgreSQL database and PostGIS extensions.
Knowledge of and familiarity with statistical analysis suites, including R analytics and / or the R programming language.
Knowledge of and familiarity with surveying techniques, GPS, Terrestrial Laser Scanning, digital imaging, remote sensing including LiDAR and photogrammetry.
General knowledge of the OPW’s services and work programmes.
Experience in presentation skills and / or providing training.
Experience in research and implementation of new technologies to support Engineering or Data Analysis solutions.
