Overview of role
UPMC Hillman Cancer Centre is recruiting a Quality Manager on a 23‑month fixed‑term contract. The Quality Manager will ensure that quality improvement activities are directed toward continuous quality improvement, identifying opportunities based on evidence‑based practices, data analysis, regulatory requirements, and monitoring of high‑risk, high‑volume and/or problem‑prone processes. The Quality Manager works across the Cancer Care Network with multidisciplinary teams and management, implementing day‑to‑day Quality Management Program functions and supporting the design, monitoring, analysis and improvement of patient care and organizational functions. Primary Duties and Responsibilities
Continuous Quality Improvement
* Facilitate quality improvement, patient safety activities, and clinical effectiveness initiatives to achieve organizational goals, assessing and analyzing operations and processes and collaborating with staff and managers to design and implement quality improvements and innovations.
* Utilize and develop valid internal and external standards to measure quality.
* Promote quality improvements and innovation, monitoring progress toward goals by collecting accurate, timely data to display quality, cost, and service outcomes.
* Maintain knowledge of accreditation, national quality assurance standards, and regulatory standards to meet external requirements.
* Support the management and teams across the Cancer Care Network regarding regulatory inspections (HIQA, EPA, HSA) and accreditation.
* Maintain accountability for ongoing self‑development activities, especially related to presentation facilitation, change management, and application of quality improvement activities.
* Engender commitment, encourage cultural changes, disseminate information, and provide support for behavioral safety process changes.
* Promote the UPMC positive patient and employee experience and manage associated quality metrics.
Clinical Data
* Coordinate the capture of data and analysis of clinical information from internal and external sources relating to patient safety, resource utilization, system problems, and other quality functions.
* Identify trends, variances, deficiencies, and problems using aggregated data and work with multidisciplinary teams on improvement efforts.
* Provide meaningful statistics that describe day‑to‑day operations of the unit, identifying strengths and opportunities for clinical outcomes improvement.
* Ensure quality assurance data is updated to meet all accreditation, regulatory and national quality assurance programme requirements while preserving data integrity.
* Collect and report clinical indications as required for governance.
Quality Improvement Projects
* Liaise with stakeholders to deliver organizational projects.
* Collaborate with department leads and critical committees to advance quality project goals.
* Lead or co‑facilitate teams, coaching and advising team members to fulfil their role in a project team.
* Complete special projects and perform related duties per agreed goals and parameters.
* Utilize Lean Six Sigma tools in quality improvement projects.
* Provide leadership for a patient‑safety culture, ensuring compliance with accreditation standards, International Patient Safety Goals, and proactive risk management activities.
* Work with the Cancer Care Network to develop departmental risk registers.
* Coordinate audit and data review, ensuring corrective and preventative actions are implemented and learning is communicated.
Complaints
* Review all complaints to ensure corrective and preventative actions are implemented and learning is communicated.
* Meet with complainants to hear their complaint and communicate close‑out actions where required.
Education
* Develop and deliver education and training regarding quality and risk issues.
Qualifications & Experience
* Degree or higher‑level healthcare qualification.
* Postgraduate education in quality in healthcare.
* Minimum of 6 years of healthcare experience, including quality improvement projects.
* Ability to work independently and as part of a multidisciplinary team.
* Strong knowledge of data collection, analysis and dissemination.
* Self‑initiative, meticulous work, confidentiality and accurate detail.
* Experience delivering training and education.
* Knowledge of quality improvement concepts, The Joint Commission standards, regulatory requirements, HIQA and EPA.
* Willingness to learn Lean Six Sigma methodology.
