Summary Of The Business
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. Role Summary
Reporting to the Corporate Procurement Manager, the Senior Procurement Specialist will be responsible for procuring goods and services to meet the NTMA, SBCI and HBFI procurement objectives. The Senior Procurement Specialist will collaborate with internal stakeholders and subject matter experts to develop solutions to meet stakeholder's requirements in line with procurement requirements and processes, and deliver value based commercial outcomes.
Principal Accountabilities
* Manage procurement competitions from initial scoping through to contract award in accordance with the procurement policy and procedures.
* Draft and complete tender and contract documentation to the highest standards, including e- tender/OJEU notices.
* Collaborate with internal business units and subject matter experts to define procurement requirements and advise on procurement methodologies and risks.
* Implement procurement practices to deliver value for money and reduce risk for the NTMA.
* Identify and implement buying strategies through market knowledge and engagement.
* Identify opportunities to implement sustainable procurementrequirements to deliver the NTMA's goal of being a Net Zero organisation.
* Assist in the development of internal procurement policies and procedures.
Experience
* A minimum of 3 years' experience as a procurement specialist/buyer, preferably at a senior level.
* Proven track record in procuring supplies and services across a range of categories, e.g. professional advisor services (legal, financial & insurance), ICT supplies & services, facilities management services, particularly in a public sector procurement environment.
* Proven experience of contract negotiation and contract execution.
* A degree or equivalent in a relevant discipline.
Skills:
* Excellent knowledge of relevant national and EU procurement legislation
* Strong understanding of the technical and commercial aspects of procurement, particularly in relation to the procurement of ICT Systems and Financial Services
* Strong interpersonal and stakeholder relationship management skills
* Strong negotiation skills with demonstrable results.
* Excellent communication skills (written and oral) and be self-motivated with demonstrable problem-solving and decision-making skills.
* Excellent time management skills and the ability to prioritise and handle a complex and varied workload.
Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
