SOLAS, the Further Education and Training Authority of Ireland, was established on 27 October 2013 and its mission is to fund, co-ordinate and monitor a range of Further Education and Training (FET) provisions that is responsive to the needs of learners and employers. It is an agency of the recently formed Department of Further and Higher Education, Research, Innovation and Science. SOLAS is seeking to recruit an Assistant Manager to lead the management, delivery, and oversight of systems monitoring within Safe Pass, CSCS, and QSCS operations. This is a critical role within the Construction Services Unit, responsible for implementing a robust monitoring framework to ensure compliance with regulatory standards and to drive continuous service improvement and operational excellence. The successful candidate will play a pivotal role in delivering and reporting on monitoring outcomes, shaping service delivery, and supporting the achievement of construction services goals. They will work collaboratively with internal teams across SOLAS and engage proactively with industry and education and training stakeholders. We are looking for an experienced individual with strong leadership skills and a proven track record in construction programme delivery, monitoring, stakeholder engagement, and service innovation. The ideal candidate will be flexible, enthusiastic, and results-driven, with demonstrable career achievements to date. Travel, to include overnights away from base is a requirement for this role. Key Tasks/ Responsibilities Lead the implementation and continuous improvement of a comprehensive Monitoring Framework for Safe Pass, CSCS, and QSCS operations. Oversee the digitisation of monitoring systems, processes, and outcome reporting. Develop and implement performance reporting metrics and ensure effective data analysis. Prepare for and participate in internal and external audits. Manage the end-to-end monitoring function, including the development, preparation, and review of monitoring documentation. Collaborate with Senior Management to establish implementation plans, timelines, and risk mitigation strategies. Plan, coordinate, and deliver monitoring events in compliance with regulatory requirements. Ensure monitoring outputs are delivered to a high standard and within agreed timeframes. Provide regular updates and progress reports to Senior Management. Produce, interpret, and present monitoring data and reports to internal and external stakeholders. Provide leadership, guidance, and support to team members and key stakeholders. Build and maintain effective working relationships across SOLAS and the wider construction sector. Participate in business planning and budgeting processes. Contribute to the development and implementation of future construction and green skills strategies in line with the Governments Housing for All and Climate Action plans and/or any future policies and strategies, and support the establishment of the Construction Licensing Authority. Lead and ensure compliance with the SOLAS Performance and Development Process. Undertake additional duties and responsibilities as required by management. Essential Requirements A relevant third-level qualification. Minimum of 3 years management experience with a strong record of achievement in an innovative environment. At least 5 years experience within a construction-related training and education environment. Proven ability to demonstrate initiative and adaptability, with a clear understanding of strategic challenges and responsibilities. Strong capability in developing new systems, processes, and initiatives, and in reviewing and improving existing ones. Analytical mindset with the ability to evaluate data, solve problems creatively, and implement effective solutions. Skilled in producing, interpreting, and presenting monitoring data in line with reporting requirements. Demonstrated leadership, and influencing skills, with the ability to motivate and engage individuals and teams. Strong team player with excellent interpersonal and communication skillsboth written and verbal This is a permanent position for which the salary scale ranges from €73,700 to €93,266 per annum (inclusive of two long service increments) for a 35-hour week. Starting pay will be at the minimum point of the scale as per Government Circular E100/8/82. Exceptional circumstances may apply for candidates with current service in the Civil/Public service.
