Overview
We are seeking an experienced Programme Manager to lead the design, trial, and implementation of a new function within a governmental department as part of a major transformation programme.
This role will be central to delivering of one of the most significant operational changes in recent years, ensuring the new model is successfully established and operational. The Programme Manager will play a critical role in driving delivery, managing interdependencies, and ensuring successful outcomes in a complex and high-profile environment.
Key Responsibilities
1. Provide overall programme leadership for the transformation initiative.
2. Develop and maintain a comprehensive Road Map for programme delivery.
3. Implement strong governance frameworks to support oversight, accountability, and timely decision-making.
4. Identify and manage milestones, interdependencies, risks, issues, assumptions, and constraints.
5. Drive programme delivery to ensure key deadlines and outcomes are met.
6. Engage, influence, and coordinate across multiple stakeholders within justice and migration policy domains.
7. Report progress, escalate risks, and provide assurance to senior stakeholders.
Initial Deliverables
8. A detailed and approved Road Map for programme delivery.
9. Clear governance structures with defined roles and responsibilities.
10. Processes for managing risks, issues, and dependencies.
11. Defined milestones with monitoring and reporting mechanisms.
Essential Skills & Experience
12. Proven experience as a Programme Manager delivering large-scale, high-impact change initiatives.
13. Strong expertise in programme governance, risk management, and stakeholder engagement.
14. Demonstrated success in leading programmes with complex interdependencies.
15. Experience working within or alongside public bodies or highly regulated environments.
16. Excellent communication and influencing skills with senior stakeholders.
17. Ability to deliver outcomes under tight timelines in sensitive policy areas.
Desirable
18. Familiarity with large-scale public sector reform or policy-driven programmes.
19. Professional programme management qualification (e.g., MSP, PMP, PRINCE2).
