ABOUT THE LAND DEVELOPMENT AGENCYThe Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government.  It is also permitted to borrow up to €1.25bn.The LDA has commenced construction on various state sourced lands and has a direct delivery pipeline in excess of 19,000 homes. It is also delivering affordable housing by working with private sector on an initiative called 'Project Tosaigh', which will yield a further 5,000 homes on land provided by housebuilders. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.The LDA is underpinned by a positive, collegiate, 'can do' culture based on our core values of Integrity, Results, Collaboration, Sustainability and Innovation. Our team is around 160 people and growing rapidly.Summary:At the LDA, we are committed to ensuring that staff and customer data is protected and that our work complies with data protection legislation. We are seeking a Deputy Data Protection Officer (DPO) to be a champion for employee and customer privacy and information rights and support the LDA achieve objectives in a manner compliant with data protection legislation. The ideal candidate will have excellent organisational, communication, and management skills, along with an ability to lead training sessions and workshops for staff members.Role Purpose:In this role the Deputy DPO will work with and as required deputies for the LDA DPO. The Deputy DPO role is key to ensuring the LDA can comply with its obligations relating to data protection and will provide support, and guidance to staff within the LDA.Team Structure The Deputy DPO will work closely with the DPO to ensure compliance with data protection. The Deputy DPO will be reporting to the Senior Compliance Manager in the LDA.Essential Duties & Responsibilities: Assist the DPO in monitoring compliance with GDPR, the Data Protection Act 2018 and LDA policies. Review, support the development and implementation of policies, Standard Operating Procedures, and guidance materials. Oversee the RoPA and related compliance records. Support the preparation of reports for the Executive Leadership Team, Audit and Risk Committee, and other Board Committees as required. Support the network of data protection champions across the organisation and foster a positive data protection culture.Guide and support colleagues to implement data protection compliant initiatives that contribute to the LDA's success.Support the operational management of DPIA workflows, reviewing drafts, advising stakeholders, and issuing recommendations. Support negotiation and review of Data Processing and Data Sharing Agreements.Triage reported incidents, assess risks, and recommend remedial actions. Support preparation of DPC notifications and data subject communications under Articles 33/34 GDPR. Assist in the development and delivery of training programmes and awareness campaigns in collaboration with the DPO. Act as an accessible point of contact for staff queries. Support the DPO in engagement with the Data Protection Commission and external partners.Act in the role of DPO when required, ensuring statutory independence in decision-making and reporting lines. Provide continuity of advice and decision-making in urgent or high-risk cases.Participate in LDA projects as a data privacy representative when required.The above is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned to them from time to time and to contribute to the development of the post while in office.Requirements:At least 2 years' experience in Data Protection, Information Governance, Legal, or Compliance roles.Demonstrated knowledge of GDPR, the Data Protection Act 2018. Experience in managing or coordinating DSARs, DPIAs, breaches, and/or records of processing. Proven ability to work with senior stakeholders and communicate complex legal/technical matters clearly. Ability to work on own initiative as well as part of a team and ability to motivate a team and foster a positive data protection culture within a team and the organisation.Additional Experience & Skills: EU AI Governance certificationPrimary degree (Level 8) in Irish/EU Law, Information Management, IT, or a relevant discipline. Data Protection certification (e.g. Certificate from the IPA, CIPP/E, CIPM, Advanced Diploma in Data Protection Law etc.).Ability to execute in ambiguous and complex situations, prioritising and juggling multiple actions at once, work independently, be self-motivated and action oriented.Exercises sound judgment, tact, diplomacy, and professionalism. Highly organised and detail oriented.Demonstrates a positive "can-do" attitude, maintains confidentiality, is a trusted colleague and is an effective team player.Strong verbal and written communication skills.Proficiency in Microsoft Office applications, in particular Microsoft Excel & Word.To Apply:The closing date for applications is 5pm on the 5th of January 2025The Land Development Agency (LDA) is an equal opportunities employer.
