The Land Development Agency (LDA) is the State's affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent Board of Directors and has total capitalisation of up to €8.75bn. To date €6.25 billion of equity capital has been committed by Government and a further €2.5bn capitalisation is permitted under legislation from other sources/debt.
The LDA is active on more than 20 State Land sites and has a delivery pipeline in excess of 25,000 homes. The Agency also works in partnership with the country's largest and most experienced homebuilders and will deliver a further 8,000 homes under its Project Tosaigh initiative.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Your new role
The Business Manager role is a senior role within the Delivery team, sitting on the management team and working alongside the Director Delivery and the Head of Construction, reporting direct to the Director of Delivery.As project volumes increase through 2026 and beyond, the Delivery team faces growing pressure to maintain efficiency across an expanding portfolio, currently comprising 19 projects under construction with € million in monthly spend.
The Business Manager will play a central role in enhancing cross‑functional coordination and enabling more informed decision‑making across the organisation. The role will benefit from someone who understands the complete lifecycle of a project, where the focus is on coordinating stakeholders, ensuring compliance, managing risk and maintaining long‑term asset performance. Construction background is not a must but should be beneficial.
The immediate priority for the Business Manager in the first 6-12 months will be to improve the structure, clarity and efficiency around how the Delivery function operates. The team is undergoing significant development, particularly around operational systems, cross‑departmental processes and how those systems integrate. Reporting is a major focus, and the Business Manager will be expected to take ownership of this area, ensuring consistency, accuracy and alignment with organisational needs.
The Business Manager will add the most value by helping to streamline operations, improve consistency and anticipate issues before they arise. Ultimately, the team needs someone practical, organised and forward‑thinking, who can drive improvements and help the Delivery function operate at a higher level of efficiency and strategic alignment.
What you'll need to succeed
Requirements:
* Third level qualification, or equivalent, in Business, Project Management or a related discipline.
* Minimum five years' experience working in a comparable senior role.
* Deep experience in stakeholder relationship management.
* Leadership experience in enhancing business unit, departmental and wider organisational collaboration and effectiveness.
