Role Title:Clinical Nurse Manager II: Cardiology Data and Quality Manager (DQM) Job Reference Number: 001483 Closing Date: Sunday, 10th August 2025 Purpose of the Role: The Cardiology DQM will be responsible for the management of all relevant data in relation to the Cardiology Department to ensure the highest standard of patient focused care through leading and managing quality initiatives within the Department. Key Duties and Responsibilities The Cardiology Data and Quality Manager (DQM) will collaborate closely with clinical and administrative teams, and relevant external agencies to co-ordinate and manage all data associated with the Cardiovascular Information System (CVIS), the Heartbeat Portal, and other related platforms within the Cardiology Department. The DQM will ensure all data management practices are fully compliant with the standards and requirements of relevant accreditation bodies and align with the guidelines set forth by the National Office of Clinical Audit (NOCA). The DQM will perform a pivotal role in the collection, collation, and interpretation of clinical and operational data and the use of this data to inform and guide clinical and operational practice. Accountability and Function The post holder will be an integral member of the cardiology quality team, working with the Clinical Lead, Cardiology Clinical Nurse Specialists, Advanced Nurse Practitioners, Cardiac Cath Lab, CCU, Cardiology Inpatient Ward, Heart Support Unit, Cardiac Rehabilitation, Cardiac Physiologists, Cardiology Administration, Cardiology and Cardiothoracic Consultants, QSID, Hospital IT, Medical Physics and Bio Engineering, and Medical Coding to ensure high quality data collection and ensure quality assurance. Responsibilities of the Role Liaise with the cardiology quality team, all Cardiologists, and multidisciplinary teams to identify, plan, implement, and evaluate relevant clinical quality improvement initiatives. Work with the Directorate Management Team to ensure Quality Improvement (QI) development aligns with the standards required by regulatory and accreditation agencies such as the HSE, HIQA, NOCA, and the National Heart Programme. Promote a culture of learning for the dissemination and sharing of information. Develop and implement data quality standards, protocols, and validation rules for cardiology datasets. Monitor data entry and reporting processes to ensure compliance with internal and external standards (e.g., National Heart Programme data sets, NOCA, other registries). Conduct regular audits and data quality assessments. Work closely with Cardiologists, nurses, IT teams, and Clinical Coders to improve data capture and usage. Liaise with national and regional cardiovascular registries to ensure accurate and timely data submissions. Provide training and guidance to clinical and administrative staff on data quality best practices. Develop user-friendly documentation and SOPs for data entry and validation. Generate regular reports on data quality metrics and trends to support operational team meetings. Support clinical audit, research, and service improvement initiatives with high-quality data. Collaborate with IT and informatics teams to enhance data collection tools (e.g., EHR templates, dashboards). Identify and help resolve data discrepancies and system issues. To provide expert guidance, support, mentorship, and leadership on quality and safety within the Cardiology Department MED Directorate, aligning with QSID and SJH quality and safety framework, the National Standards for Safer Better Healthcare, and working with all of our stakeholders in a collaborative manner. The Cardiology DQM must adhere to the Code of Professional Practice and Behaviours for Registered Nurses and align to Hospital and/or professional standards, policies, and procedures, relevant to their area of practice. Participate and cooperate with legislative and regulatory requirements in relation to Health and Safety as outlined in the Safety, Health and Welfare Act 2005 and the Hospital Safety Statement. Ensure own mandatory learning and training is kept up to date. Data Management/Quality Assurance Facilitates and supports the development and implementation of data collection and the collation of QI data for cardiology to include but not limited to Unplanned Admission and 30-Day Mortality reports. To have on-going responsibility for clinical quality programmes and initiatives within the Unit. Assist the Cardiology CNM III with Patient and Staff Survey annually. Oversee the collection and analysis of data, interpret findings, prepare reports, and present findings to the Hospital Quality Team, Cardiology Operations meeting, Cath Lab User group, and MED Directorate as required. Maintain confidentiality and adhere to the requirement of information governance and data protection as per Hospital policy. To liaise with the IMS Department, Medical Physics Department, and third-party system suppliers as appropriate to ensure integrity of all digital data capturing. Quality Support staff in the development of local policies, protocols, procedures (PPGs), and audit programmes in accordance with service, Hospital, Regional, and National requirements. Assist in the capture, analysis, presentation, and communication of clinical audit, safety, and quality assurance information as required. Act as a resource and educator and encourage staff to analyse information, promote, and support a quality review and improvement culture. Create a culture of continuous process assessment to support provision of high quality and safe care. Work with the Cardiology Quality Team and the multidisciplinary team to identify areas where QIs are not being achieved and undertake corrective action. Develop systems to ensure relevant team members including the clinical and operations team are informed in a timely manner of potential risks to achieving QI. Communication Establish effective communication networks with internal and external stakeholders and participate in development and change to communication processes. Demonstrate ability to communicate effectively with all disciplines. Adhere to Hospital policy on confidentiality and data protection. Ensure the team makes the most effective and efficient use of developments in information technology for both patient care and administrative support in a manner, which integrates well with systems throughout the organisation. Required: Registered General Nurse with The Nursing Midwifery Board of Ireland (NMBI), or eligible to register. 5 years post-registration experience in an acute hospital setting within the last 7 years. Or Relevant experience in data and quality management in a non-acute setting within the last two years. Demonstrate management experience throughout the last 2 years. Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the role. IT/Health Informatics course or commitment to undertake same. Demonstrate advanced I.T. skills including excellent keyboard skills and proficiency in Microsoft Office Programmes in particular Excel. Experience in Health Informatics particularly hospital systems such as PAS, EPR, ICCA etc. Database management experience. Experience in project management/quality improvement principles and delivery. Desired: Management course. Bachelors degree in Health Informatics, Clinical Science, Data Science, or a related field or Masters degree or professional certification in data quality, health. Post registration course relevant to the area. Knowledge of implementation of regulatory or accreditation guidelines. Experience in clinical data management or quality assurance, preferably in a cardiology or acute care setting. In-depth understanding of clinical coding (ICD-10, OPCS), Electronic patient record systems, and data governance.
