Background:
The Property Surveyor is responsible for providing support to MetroLink’s Land and Property
leadership team, manage Junior Property Surveyors, and ensure compliance with MetroLink
policies. The role holder supports land acquisition processes for the MetroLink project, including
consent preparation, statutory powers utilisation, and negotiations. The role holder liaises with
stakeholders, manages Compulsory Purchase Order (CPO) compensation claims, and implements
procedures for land data management. The Surveyor collaborates with the project team to ensure seamless transition to construction, ensuring data security and compliance.
Responsibilities:
• Provide support to the MetroLink Head of Land and Property Services and the MetroLink Land
and Property Delivery Lead, MetroLink Strategic Advisor / CPO Lead and the Senior Property
Surveyors with undertaking their duties.
• Manage and mentor the Land and Property Junior Property Surveyors and conduct
performance reviews.
• Provide guidance and direction to the Land and Property Junior Property Surveyors to support
the achievement and delivery of the project objectives.
• Ensure compliance with all MetroLink and relevant corporate policies and procedures and
those of the National Transport Authority (NTA) and other key stakeholders where necessary.
• Support the management of the end-to-end land acquisition processes across the MetroLink
project (and other projects identified above) including managing and supporting the
Consenting Phase activities; Delivery Phase activities; and Alternative sources of funding and
financing activities.
• Support the preparation of consent documents.
• Support the utilisation of statutory powers and other available mechanisms to acquire land
(CPO).
• Support the negotiation of Heads of Terms to secure land for projects in a timely fashion
utilising the appropriate mechanism.
• Support liaising with landowners’ land agents, legal representatives, planning authorities, key
stakeholders, and contractors.
• Support the management and settling of CPO compensation claims to achieve land transfer of
the relevant property interest.
• Implement processes and procedures for MetroLink in preparation for the award and exercise
of Enforceable Railway Order powers. This is to include implementing the requirements of the
Property Acquisitions and statutory notice systems to manage land and property data to
facilitate all necessary land and rights acquisition by negotiation and through compulsory
powers in collaboration with the project team. This shall be carried out in order to provide a
seamless transition to the construction phase of the project, with a legacy of the necessary
data to operate and maintain the infrastructure assets thereafter.
• Coordinate and closely collaborate with the project team providing the data management
team with weekly updates populated by the Surveyor directly into the digitalised land and
property data management system, and other Land Acquisition / financial management
systems once they are deployed. The task shall take due consideration of compliance, data
security, GDPR and user requirements, including those of external third parties.
• Promote an equitable, inclusive and collaborative workplace.
• Perform additional tasks, activities or other duties as may be required or assigned as part of
the role throughout the project

collaboration and teamwork are required across the whole organisation to meet tight deadlines.
Requirements:
• A minimum of 5 years’ experience in the property sector with specific expertise in land sales &
acquisitions.
• Strong knowledge of the property market, landlord & tenant law, the planning system,
valuation methodologies and procedures and property surveying.
• Experience of property markets and specialised property valuations and appraisals and agency
functions.
• A general understanding of the obligations on public sector organisations in acquiring land and
property through the CPO process
• A proven track record of supporting success in land acquisitions, property valuations and
• Experience with development land and valuation, development land sales and acquisitions.
• Experience with valuations of properties and commercial assets.
• Experience with undertaking feasibility studies and valuations on development land,
commercial and residential assets.
• Ability to manage teams and to communicate effectively across all levels. An ability to develop
and foster good working relationships with stakeholders both internal and external to
MetroLink.
• Excellent verbal and written communication skills. Excellent people skills and ability to
influence and communicate with stakeholders.
• Experience of successful engagement with a wide range of external stakeholders.
• Excellent presentation skills.
• Highly organised, with strong attention to detail with strong multitasking capabilities.
• Ability to work to tight deadlines and prioritise tasks effectively.
• Strong commercial acumen, numeracy, and critical analysis skills.
• Self-motivated and dynamic individual able to work individually, or as part of a team.
• Ability to demonstrate a good understanding of, or the ability to quickly learn, the public
sector working environment.

Formal Education Qualifications
• A recognised third level qualification (NFQ Level 8 or equivalent) in a relevant area such as Property Economics; Estate/Land Management; Property Studies; Town and Country
Planning; Agri-business, or equivalent.
