Role summary
Lead end‑to‑end delivery of domestic retrofit projects, ensuring works comply with the SEAI WHS Operations Manual and DTSS guidance, achieve energy performance targets, and are delivered safely, on time and on budget. The PM will manage contractors assigned to site works, handle grant and compliance administration where required, own client communications from mobilisation to handover, and take ownership of small maintenance tasks and snaglist items that fall outside contractor scope or require immediate attention.
Key responsibilities
* Project delivery: plan, schedule and control budgets for multiple concurrent retrofit projects.
* Contractor management: coordinate and supervise contractors assigned to site works; enforce contractor performance, safety and quality standards.
* Site safety and compliance: ensure on‑site compliance with the SEAI WHS Operations Manual and DTSS guidance; maintain RAMS, run toolbox talks and site inductions, and oversee all health and safety matters on site.
* Testing and commissioning: oversee testing, commissioning, snagging and final installation sign‑off (including BER evidence where applicable) to SEAI QADP levels.
* Grant administration: manage SEAI and other grant paperwork and evidence where relevant.
* Client liaison and handover: maintain client communications, manage expectations, deliver handover documentation and aftercare instructions.
* Reporting: record and report key project information via CRM updates and KPI dashboards for the Technical Programme Manager.
* Snaglist and maintenance ownership: take ownership of small maintenance works and snaglist items as required, completing tasks directly or coordinating rapid contractor response to ensure timely handover and client satisfaction.
Works and measures
* Insulation: attic/roof; cavity; external wall insulation; internal wall insulation; floor insulation.
* Heating and hot water: air‑source heat pumps; boiler replacements/upgrades/removals; hot water cylinder works; heating controls and thermostats.
* Ventilation: DCV & MVHR systems; mechanical extract fans; passive ventilation and trickle vents.
* Windows and doors: replacement, upgrade, draught‑proofing and associated structural works.
* Renewables and electrical: solar PV installations; battery storage; consumer unit upgrades; electrical distribution works. Experience and working knowledge of ESB distribution connection requirements and ESBN technical standards for grid‑connected PV and battery systems is required.
* Airtightness and testing: pre/post works airtightness testing and remedial works to achieve targets.
* Damp remediation and minor structural repairs.
* Access and temporary works: scaffolding, edge protection and safe access arrangements in line with SEAI WHS Operations Manual and DTSS.
* Asbestos management: identification and management in line with regulations.
* Commissioning and certification: system commissioning, BER uplift verification, handover packs and warranties.
* Standards: knowledge of NSAI SR 54 Code of practice for the energy efficient retrofit of dwellings and its application to survey, specification and verification of retrofit measures.
Mandatory training and certifications
* Asbestos awareness and management training.
* Working at heights certification.
* HSA‑approved training such as IOSH Managing Safely in Construction or equivalent.
* Safe Pass and manual handling.
* PAS 2035 familiarity preferred.
* Familiarity with ESB alteration and RGI/GNI alteration processes and compliance requirements for electrical and gas works.
* Familiarity with NSAI SR 54 and exposure to ISO 9001 quality management processes (document control, nonconformance and continuous improvement).
Candidate profile and selection criteria
Essential
* 4+ years' experience in retrofit or construction project management with on‑site contractor supervision.
* Proven track record delivering the retrofit measures listed above.
* Strong knowledge of SEAI WHS Operations Manual and DTSS style site controls, RAMS and site safety enforcement.
* Practical willingness and ability to undertake small maintenance tasks and close snaglists on site when required.
* Excellent client and contractor communication skills.
* Competent with project scheduling and cost control tools (Excel).
* Technology proficient with mobile applications for CRM, storage and digital data capture (forms & photos).
* Practical experience applying NSAI SR 54 in retrofit projects and familiarity with ISO 9001 quality management practices.
* Extremely high attention to detail.
Desirable
* Experience with SEAI grant processes and evidence requirements.
* Degree in construction, building surveying, engineering or equivalent.
* Working experience with plastering and other trades is advantageous.
* PRINCE2/PMP or similar project management qualification.
* PAS 2035 accreditation or demonstrable retrofit standards experience.
* Experience working within an ISO 9001 certified organisation and using its document control, corrective action and continuous improvement processes.
