Scope of the Post
The post holder will be responsible, under the direction of Director of Service for managing the establishment and delivery of services, in compliance with company policies, resource allocation, service plan targets and regulatory requirements
Purpose of the Post
Under the direction of Director of Service, the post holder will be responsible for managing the establishment and delivery of services, in line with regulatory requirements, resource allocation and service plan targets.
* To ensure that services are delivered to the highest standards within available resources.
* Provide leadership to staff in delivering services consistent with Talbot Group Model of Person-Centred Care and Support.
* Support operational managers in the delivery and governance of service provision, ensuring safety and quality of service.
* Create a team which supports and takes responsibility for all aspects service delivery.
* The role will evolve as services are further developed and established.
Principal Duties And Responsibilities
Leadership and Direction
* Have a working knowledge of the regulatory requirements relevant to the provision of Disability Services.
* Provide support and guidance for the development of new services.
* Participate as a member of the local Management Team, as appropriate.
* Support operational managers in service delivery and governance, ensuring safety and quality of service.
* Assist and support the operational managers in ensuring the application of appropriate systems of quality, safety and risk management.
* Contribute to the development and implementation Service Plan.
Managing and Delivering Results
* Support operational managers in being responsible and accountable for the delivery of all services within the assigned service area in line with Talbot Group standards, policies and resources.
* Responsible for delivery of key targets by ensuring a strong control system is put in place
* Manage the performance of operational managers
* Accountable for the budget and ensure that services operate within prescribed parameters at all times, demonstrating value for money
* Oversee compliance with provisions of the FOI Acts 1997, 2003 & 2014
* Ensure obligations of Data Protection Acts 1988 & 2003 are complied with
* Monitor expenditure on on-going basis in consultation with Financial Controller
* Ensure adherence to controls and maintain appropriate records
* Approve and authorise purchase and payment of goods.
Critical Analysis and Decision Making
* Participate in performance monitoring, control and evaluation arrangements and be accountable at local level for service delivery and operations.
* Work with operational managers in the development of early warning systems and corrective action plans.
* Ensure and demonstrate that all company policies, procedures, standards etc. are implemented.
Team Working and Communications
* Develop effective and collaborative / team working relationships.
* Demonstrate pro-active commitment to all communications
* Assist the operational managers in providing a leadership and communications role with all stakeholders
Resource Management
* Ensure compliance with company financial controls.
* Ensure and demonstrate that all company policies, procedures, standard, etc are implemented
* Liaise with HR regarding issues arising which may be of concern
* Ensure absenteeism and time keeping are actively managed
* Engage with Recruitment Manager regarding recruitment of staff and participate on interview.
* Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient service.
Eligibility Criteria And Experience
Applicants must demonstrate all of the criteria listed below, as relevant to this role;
* Significant operational experience in managing and/or delivering a complex service within the area of health or social care
* Experience of managing and working collaboratively with others as relevant to the role
* Experience in team management and development.
* The requisite knowledge and ability (including a high standard of suitability and management ability) for the role.
