Title of Job: Clinical Site Manager Grade: Clinical Nurse Manager III Reports to: Director of Nursing, Assistant Director of Nursing Key Reports: CNM II's, CNM I's, Clinical Facilitators, CNSp's, Staff Nurses, Health Care Assistants, Patient Assistants Type of Contract: Permanent - Full Time Purpose of the Role: This is a leadership role that is vital in supporting the Nursing management of Bon Secours Hospital Dublin. The post holder will enable enhanced expert clinical leadership and support to the Nursing Team to ensure a safe delivery of a safe, efficient and effective quality service. The CNM III plays a key role in providing clinical and professional leadership and supporting and promoting Nursing values. The CNM III will support our team to ensure the achievement and operationalisation of service initiatives and the strategic goals of nursing and the organisation. In accordance with the mission and values of the Bon Secours Hospital Dublin, the principles of quality and patient safety, and person-centredness, underpin the core function of this role. Key Duties and Responsibilities: Provide leadership and management in the maintenance and development of a high-quality nursing care provision Assist and direct Nursing Services ensuring that a high standard of patient care is maintained on all Wards and Nursing Departments Support and encourage staff in the implementation of hospital procedures and policies Participate in the formulation and review of specific policies, procedures and protocols in collaboration with the appropriate stakeholders Monitor patient and service activity and the delivery of agreed levels of service Support staff learning within the clinical areas Maintain contact with acutely ill/deteriorating patients throughout the hospital and provide clinical expertise to ward staff Attend clinical emergencies throughout the hospital and follow up with appropriate guidance and support Manage and promote safe delivery of expanded nurse role e.g. shared tasks in the Out-of-Hours period Liaise with the Nurse Practice Development Unit to ensure delivery of evidence based care Understand and co-ordinate patient flow activity in line with best practice and set key performance indicators (KPIs) in conjunction with the ADON/Director of Nursing to monitor the effectiveness of the role. Develop reports and utilise data to inform decisions Support the development of a culture of continuous quality improvement Ensure clinical emergencies are managed and communicated/escalated to the relevant manager at the appropriate time Manage any issues which interfere with clinical standards of care and communicate/escalate to relevant Managers Lead and contribute effectively to the change process within Bon Secours Hospital, Dublin Promote appropriate handling of complaints as they arise. Investigate and review systems and processes and monitor the necessary action taken to resolve any underlying problems, including education arising as a result of a complaint Participates in the development of the annual nursing department services plan, advocating for Out-of-Hours requirements Ensure compliance with regulatory standards and adherence to legislative requirements Promote and support the delivery of quality improvement plans and other components of internal and external quality assurance programmes Ensure compliance with regulatory standards and adherence to legislative requirements Participation on committees as required including Quality, JCI, JAG and HIQA committees. To lead and participate in internal and external audits and accreditation processes such as JAG, JCI and HIQA. Clinical/Professional Practice Manage out of hours patient queries and liaise with appropriate services to ensure continuity of care Ensure that the requirements for the Nursing and Midwifery Board of Ireland (NMBI) for the Practice of Professional Nursing/Midwifery are met and upheld at all times Support the Mission, Vision and Philosophy of Bon Secours Hospital, Dublin within Nursing Participate, co-operate and take the lead in quality initiatives against which clinical/non clinical practice can be measured and continuously evaluated Lead and/or participate in audits, e.g. Quality Care Metrics, Environmental Hygiene Audits, Hand Hygiene Compliance, HCAI Audit, ensuring time bound action plans are put in place to address non-compliances and deliver improvement Use data to inform decisions Assist in identifying specific areas in which improvements can be made and work to continuously improve standards of care delivered Work with the CNM IIs and Nursing Teams to ensure that standards of patient care are managed in accordance with best practice Develop and maintain expertise and competence in a range of therapeutic interventions, procedures and pathways including, but not limited to, non-invasive ventilation and associated pathways, ACLS, FAST Protocol, Critical Care, Transport and other inter-hospital transfer protocols Manage out-of-hours admissions/discharges and bed allocations, as required Be aware and respond appropriately to staffing and skill mix levels in all clinical areas Liaise with the ADONs/ADON Out-of-Hours and Director of Nursing, as appropriate should concerns arise with regard to staffing or skill mix Maintain a high level of staff morale, promoting good communications, team spirit and job satisfaction among nursing staff and other members of the Out-of-Hours team Advise staff on opportunities for professional development programmes and ensure continual ongoing professional education in line with service needs Attend and actively participate in CNM/Head of Department meetings Deputise and act up for ADONs, as required Manage staff attendance in line with policy ensuring a system is in place for regularly monitoring and reviewing absenteeism Monitor standards of care across all clinical areas in the Out-of-Hours period and put systems in place where the standards are not being met Participate in measuring and monitoring nursing metrics and associated action plans within clinical areas Monitor and evaluate outcomes of service and contribute to the development and implementation of best practice and to improvement plans and strategies within the service Encourage a culture of continuous improvement in the achievement of the highest possible standards of care Participate in appropriate clinical audit in the Out-of-Hours period as directed by the Director of Nursing Ensure that the Out-of-Hours service has an effective process for risk assessment and risk management in respect of identification and managing risks Maintain and promote the Bon Secours Hospital standards for infection prevention and control in the Out-of-Hours period Be responsible for ensuring that adverse incidents involving nursing care are reported and investigated promptly, respecting confidentiality taking preventative action where necessary to ensure that procedures are adhered to and fully implemented Ensure serious reportable events are managed as per BSD guidelines Clinical Governance Be familiar with the organisational governance structure and the Nursing Governance Structure within BSD Ensure compliance with the quality and risk safety framework programme Maintain a feedback mechanism with the risk advisors and report to the ADON, as appropriate Ensure adherence to hospital policies in relation to the care and safety of any equipment supplied for the fulfilment of duty. Ensure advice of relevant stakeholders is sought as part of the procurement process Professional Leadership Ensure that the requirements and code of professional conduct of NMBI for the practice of professional nursing are met and upheld Demonstrate visibility, innovation and flexibility in nursing practice Provide leadership in clinical practice and act as a resource and role model Demonstrate resilience and composure Demonstrate openness to change Self-Development Have a creative outlook enabling progress to be made towards the ultimate objective of reaching standards of excellence in the provision of the service Read current literature and recent nursing research, attend seminars and be aware of any new developments in nursing practice and in current and future trends Attend and participate in staff development programmes ESSENTIAL QUALIFICATIONS Registered General Nurse with the Nursing and Midwifery Board of Ireland (NMBI), or eligible to register with NMBI ESSENTIAL EXPERIENCE 7 years post registration experience of nursing, with 5 of the 7 years in an Acute Care setting, A minimum of 2 years experience at Clinical Nurse Manager II or equivalent level ACLS training complete or be willing to undertake within a designated timeframe.
