The role principle responsibility is the oversight and administration of the ICT project portfolio. They will oversee project commencement and prioritization, perform project resource planning, continuous monitoring and reporting on project status, participate in the department’s change management process; and play an integral role in the annual capital budget process. The role will also work to develop and implement best practices, processes, and toolsets for effective portfolio/project management, and will help educate staff on best practices and effective project execution.Terms and ConditionsContract: PermanentReports to: Technical Solutions ManagerLocation: NewtownmountkennedyResponsibilitiesSolution Delivery:Develop a project portfolio roadmap working with key stakeholders in Coillte Forest.Manage the project portfolio covering a wide range of cross departmental initiatives from intake to delivery.Develop and maintain a Demand Management resource model to align with the portfolio’s needs to ensure efficient use of project resources, reducing the risk of projects failing to deliver on Time, Cost and Quality targetsProvide comprehensive support for control across multiple projects and project managers.Ensure appropriate PM tools and templates are in place to meet the changing needs of Coillte Forest portfolio of projects as projects move through their development cycleDevelop solution Quality Assurance standards and ensure all deliverables comply with these standards.Deliver all new demands to meet agreed user requirementsWork with the leadership team, department directors and project business sponsors to provide a comprehensive overview of capital and operational projects (overview includes the anticipated overall budget for each initiative in the portfolio)Perform project scheduling, resource planning, leveling and management (forecast impacts on staffing where project scope may have changed) – as well as effective use of metrics, and reporting.Manage relationships with third party ICT support service providers and ensure delivery to their operation level agreements and contractual obligations.Manage suppliers regarding ICT related problems to produce long-term resolution of incidents and problems to prevent future disruptions to service.Drive improvement in solution delivery of Suppliers through metrics and performance reviews.Ensure pro-active gathering and analysis of data from relevant systems to identify underlying issues and seek to eliminate samePeople and Organisation:Lead and develop the Business Tech Solutions team in its role of delivering ICT solutions to Coillte Forest and other divisions of the GroupManage and develop how Coillte engages with its stakeholders and manage expectations of what can be delivered and when.Continually improve how solutions are delivered and controlled using metrics, KPIs and process reviews.Excellent interpersonal and communications skills (both oral and written) with the ability to clearly communicate complex messages to a variety of audiences.Demonstrated competency in developing and managing complex project plans, timelines, budgets, and critical paths.Thorough knowledge and related work experience of the project management process, theory and lifecycle, including Waterfall and Agile methodology, as well as Project Delivery Framework and SDLC.Possess excellent prioritization, resource planning and management skills as well as provenability in the identification, assessment and contingency planning and managing for risk factors.Proven competency to effectively interact at all levels across the organization, working to build and maintain successful relationships across all departments.Proven competency in business analysis, requirements definition, and business case production.Skilled at creating and delivering executive level presentations.Possess a thorough understanding of information technology and its application to business issues; understands the use of information technology in a strategic contextDesired Technical CompetenciesRelevant 3rd level qualification in Info Technology and/or related discipline to HETAC Level 8Minimum of 5 years’ experience in portfolio, program and/or project management with a successful project management track record in full life cycle information technology implementation projects.Our Company ValuesResourcefulKnowledge-LedApplicationsClosing date for applications is Monday, 8 June 2026.
