Transport Infrastructure Ireland (TII) invites applications for the MetroLink Deputy M401 and Deputy M402 Head of Engineering & Environment (HoEE). The successful candidate will lead the MetroLink Engineering & Environment team, providing technical leadership and assurance across design, construction, testing, and commissioning of the main Civils and Tunnel Contract Package.

Job Description
Deputy M401 and Deputy M402 will provide technical support and leadership to the MetroLink Directorate team responsible for managing the design and construction of the main contractors. The role holder will manage assurance and approvals of design, construction, test, and trial running phases of the MetroLink system.
Principal Accountabilities
* Provide technical leadership within the design area.
* Oversee a team of engineers to ensure successful design assurance for the solution and maintain the design baseline until acceptance by the customer and the Commission for Rail Regulation (CRR).
* Provide technical support to the Independent Safety Assessor during system integration and acceptance.
* Bring innovative technology and delivery methods to MetroLink.
* Conduct technical investigations into equipment and system anomalies; liaise with design and construction teams as required.
* Maintain design and production baselines through design acceptance, including specs, interfaces, cable data sheets, BOMs and certification documentation; liaise with production, DO and safety engineers as required.
* Provide work package estimates balancing quality, compliance, and cost; discharge packages to time, quality and cost.
* Provide technical guidance and leadership to the engineering team; mentor and develop engineers; ensure alignment with MetroLink goals and standards.
* Lead stakeholder engagement with clients, contractors, and regulatory bodies; provide regular project progress updates.
* Identify risks and develop mitigation strategies.
* Promote an equitable, inclusive and collaborative workplace.
* Perform additional tasks as required during the project.

Experience, Skills and Qualifications
The successful candidate will demonstrate key competencies for a Principal Officer and the following job-specific requirements:
Experience
* Minimum 10 years senior experience in a civil engineering environment; at least 5 years leading a team of discipline engineers during design, construction and integration phases.
* Civil engineering rail experience required.
* Meto rail experience advantageous.
* Experience managing a Design‑Build (DB) contractor to deliver system and sub-system specifications based on customer requirements.
* Experience in Systems Engineering lifecycle activities from design through production, integration, verification, validation and acceptance.
* Experience with operational environment considerations (temperature, humidity, shock, vibration, EMC), safety, security, human factors, RAM.
* Experience presenting technical solutions to customers or chairing design reviews as required.
Skills
* Knowledge of relevant engineering standards (IS, BS, EN, NFPA) and related civil, structural and temporary works activities.
* Experience managing design resources and deliverables; ability to work in a team to generate specifications and interface documentation and estimates in collaboration with other functions.
* Experience with project controls and report writing; stakeholder engagement and relationship management.
* Excellent verbal and written communication skills; ability to influence and relate to both technical and non-technical stakeholders.
* Strong analytical and organizational skills; risk identification and mitigation capability.
* Understanding of railway systems, design, operations and safety standards; experience with QA processes; flexibility to adapt to changing requirements.
* Strong collaboration skills for multidisciplinary teams; drive for high quality service.
Education & Professional Memberships
* NFQ Level 8 degree (or equivalent) in civil or structural engineering.
* Chartered Engineer with Engineers Ireland or equivalent registration.
