Contracts & Procurement Surveyor

Full time / Permanent, 37 hours per week
Reporting to
Contracts & Procurement Manager
Key Responsibilities
Procurement of contracts and associated works: procuring, drafting tender packages, evaluating tenders, and supporting adjudication.
Inspection and defect analysis: conduct pre‑ and post‑inspections of repair work, prepare reports and cost estimates.
Project management: risk assessment, coordination with suppliers, progress monitoring, cost control and production of periodic progress reports for management.
General contract administration: review payment applications, issue completion certificates, manage claims.
Maintenance programme management: oversee cyclical maintenance using Building Asset Database and supervise planned maintenance contracts.
Stakeholder communication: coordinate with internal departments, tenants, suppliers, occupational therapists and managing agents.
Provide technical assistance, produce detailed reports and use Microsoft Office and Project tools.
Conduct sustainable energy management programmes, energy audits, and support funding applications.
Participate in working groups, forums and committees, promote Tuath Housing, and ensure compliance with safety, data protection and equality legislation.
Qualifications and Experience
At least 2 years’ experience in a similar role.
Level 7 NFQ or above qualification in Building Surveying, Quantity Surveying, Construction Management or equivalent.
Experience in procurement / contract supervision.
Knowledge of Public Procurement Principles and Regulations.
Knowledge of Health and Safety legislation and compliance in construction.
Understanding of building pathology, Technical Guidance Documents and Building Control requirements (desirable).
Experience in housing, managing repair and refurbishment projects (desirable).
Experience diagnosing defects and preparing cyclical/planned maintenance programmes (desirable).
Financial control and budget management skills.
Excellent organisational, analytical, problem‑solving and communication skills.
Ability to work effectively as part of a team and independently; good time‑management skills.
