PE Global are delighted to be working with our client who are a tier 1 residential development contractor headquartered in Cork, with offices in Dublin and we are now seeking a Construction & Development Managerto join their Dublin based team. The successful candidate will support senior leadership delivering large-scale housing projects across the Greater Dublin area.
This role focuses on the technical planning, coordination, and delivery of residential developments, requiring a strong engineering and construction background. The successful candidate will oversee projects from early feasibility and planning through procurement, detailed design, construction, and final handover.
You will play a key role in reviewing engineering and design solutions, coordinating multidisciplinary consultant teams, and ensuring projects are delivered in a buildable, cost-effective, and compliant manner. Close collaboration with architects, engineers, contractors, and statutory authorities is essential to ensure delivery on programme, within budget, and to the highest standards of safety and quality.
Acting as a central interface between internal teams, external consultants, contractors, and stakeholders, this role requires strong technical judgement, proactive risk management, and commercial awareness.
This opportunity is well suited to an engineer or construction professional with project delivery experience who is looking to transition into the development side of a Tier 1 organisation.

RESPONSIBILITIES
Project Planning & Delivery
Support the Construction & Development Director in progressing projects from feasibility and technical due diligence through to completion.
Undertake technical reviews of engineering and architectural designs, ensuring buildability, cost efficiency, and regulatory compliance.
Coordinate multidisciplinary design teams including architects, civil & structural engineers, MEP engineers, planning consultants, and cost consultants.
Review and challenge design proposals, infrastructure layouts, and construction methodologies.
Assist in the preparation and submission of planning applications.
Manage design development through pre-construction, resolving technical issues early.
Assist in contractor procurement and tender evaluation, including technical submissions and programmes.
Monitor construction progress, quality, and programme delivery on site.
Ensure compliance with Irish Building Regulations, BCAR requirements, and relevant technical standards.
Ensure adherence to Health & Safety legislation, including PSDP / PSCS obligations.
Assist in preparing development appraisals and viability assessments.
Monitor budgets, cash flow forecasts, and cost reporting.
Review and manage variations, valuations, and claims alongside the Quantity Surveyor.
Support cost control through design optimisation and value engineering.
Assist with lender reporting and funding drawdowns where required.
Stakeholder Management
Liaise with local authorities, utility providers, and statutory bodies on technical approvals and infrastructure.
Coordinate design teams, contractors, and specialist consultants to ensure efficient decision-making.
Support legal advisors on technical matters relating to planning conditions and development agreements.
Maintain strong working relationships with contractors, consultants, and joint venture partners.
Prepare technical and progress reports for senior management and investors.
Identify and mitigate technical and construction risks at early project stages.
Ensure compliance with planning conditions, environmental standards, and sustainability requirements.
Support ESG and sustainability initiatives where applicable.
Conduct site inspections and technical reviews to ensure quality and compliance with design intent.
Maintain robust project documentation and reporting systems.
Chair or attend design coordination and site progress meetings.
Undertake additional duties as required in line with the role.
SKILLS & EXPERIENCE REQUIRED
Degree-qualified in Engineering (Civil, Structural, or Building Services), Construction Management, Quantity Surveying, or a related discipline.
5–10 years’ experience in engineering, project management, or development delivery within the construction or property sector.
Experience working on large-scale residential or mixed-use developments, ideally within a Tier 1 contractor or developer environment.
Strong understanding of engineering design, infrastructure delivery, and construction methodologies.
Proven experience coordinating multidisciplinary consultant teams.
Solid knowledge of Irish planning processes, Building Regulations, and BCAR compliance.
Strong commercial awareness and cost management capability.
Experience across design, procurement, and construction phases.
Excellent communication, organisational, and problem-solving skills.
