Job Title: Assistant Programme ManagerLocation: DublinJob Type: Permanent – Full timeReports to: Senior Programme Manager/ Programme LeadAbout The Land Development AgencyThe Land Development Agency (LDA) is a commercial, Semi-State body that seeks to maximisethe supply of affordable homes on public and other land in a financially sustainable manner,supporting the creation of thriving communities and delivering ongoing positive social impact. Itis overseen by an independent board of directors and is funded with €7 billion of equity capitalcommitted by the Government. It is also permitted to borrow up to €1.25bn.The LDA has commenced construction on a number of projects on State land and has a deliverypipeline in excess of 25,000 homes. It also works in partnership with the country's largest andmost experienced homebuilders and will deliver a further 8,000 homes under the Government'sProject Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategicareas by master-planning and bringing forward planning applications in locations such asLimerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.The LDA is underpinned by a positive, collegiate, 'can do' culture based on our core values ofIntegrity, Results, Collaboration, Sustainability and Innovation. Our team is around 250 peopleand growing rapidly.Role Purpose:You will join a team of development professionals and will assist with the management of a widevariety of large-scale development and regeneration schemes. Getting hands on experience onlarge scale development projects will provide the successful candidate with the opportunity toprogress an exciting career in the professional development sector. The LDA are committed toencouraging and supporting career development and progression through strong mentorshipand CPD.As an Assistant Programme Manager, you will be responsible for delivering the workstreamswhich are determined by the strategic vision large scale regeneration projects, coordinating anddelivering in line with project programmes as they progress through various teams within theorganisation from initiation to completion and/or exit.The ideal candidate will have relevant technical qualifications, but most importantly will have thestrong interest in the infrastructure, housing and development sector, with the associated drive,work ethic and adaptability required to play an important role in delivering landmark projects.Key Duties and Responsibilities:• Assist with the assessment of multiple potential large projects for progression by the LDA, working with the internal expert teams such as Property, Planning Services, Property Advisory, Cost, Delivery, Legal etc • Preparing development briefs including project scope and deliverables, programme, budget and design team scopes of services• Support undertaking initial site feasibility studies and viability analysis by identifying development opportunities and constraints• Contribute to the implementation of development strategies and their supporting investment case, to include the supporting the preparation of Investment Committee and Board Approval papers and approval of same in line with LDA policy• Support the process of entering into legal agreements, appointments and contracts, negotiating terms on behalf of the LDA• Coordinate and liaise across all development functions seeking and managing inputs from both internal and external project teams and key stakeholders for effective delivery of project work streams and delivery of projects to ensure alignment with business objectives and stakeholder expectations• Appoint professional consultants and proactively manage design teams and other professional service providers from a technical, programme and budgetary perspective, and have the ability to challenge advice to improve outcomes • Manage administration all project documentation, including contracts, monthly project reports, programmes, development budgets, project registers and trackers• Build and maintain working relationships with internal and external stakeholders• Any other duties assigned from time to timeResource & Budget Management:• Track and manage approved programme budgets, ensuring cost efficiency and value delivery• Identify opportunities for process improvements and cost-saving measuresRisk & Compliance Management:• Manage and mitigate risks that could impact project delivery to ensure timely resolution of issues• Ensure compliance with relevant regulations, LDA policies, and industry standardsProcess Improvement & Reporting:• Prepare and present regular progress reports to management• Continuously evaluate and enhance programme management processes for efficiency and effectiveness• Implement tools and systems to track key performance metrics and ensure data driven decision-makingThe successful candidate will be expected to support and actively contribute to wider business development and corporate strategy initiatives. The successful candidate will also be expected to maintain the LDA's Core values at all times.Person Specifications/Requirements:• Technical qualification or recognised degree level qualification in a related sector with a desire for continued professional development• At least 2 years' experience in relevant area PQE• Strong development/project management skills and experience in the planning processes and delivery of enabling / infrastructure projects is advantageous• Demonstrable willingness to take on new responsibilities and the ability to work unsupervised or as part of a team within a well-defined project organisation structure• Familiar with the use of normal business software, including Microsoft Office• Excellent written and oral communication skills, especially in the making and delivery of reports on delegated activities. Communicating with focus, simplicity and clarity, adapting to audience will be essential • Excellent relationship management skills (both internal and external) including proven ability to negotiate positions while maintaining relationships • Technical knowledge – an understanding of technical principles such as the planning system, construction buildability, technical solutions and value engineering would be an advantage to be able to challenge and improve proposed solutions • Commercial acumen is desirable – understand viability and cost drivers / drive optioneering and commercial analysis / review and manage budgets & cashflows / manage appointments and control variations to safeguard viability • Good organisational skills; ability to manage multiple tasks and willingness to ask for help when neededTo ApplyClosing date for applications is the 27th of January at 5pm The Land Development Agency (LDA) is an equal opportunities employer.
