We are seeking an EU Chief Operating Officer (PCF-42) to join TrueLayer Ireland Limited (TIL) – TrueLayer’s EU regulated entity. Reporting directly to the CEO, this role is responsible for the overall operational management and control of the Irish regulated entity and will champion TrueLayer’s high‑performance culture while fostering local collaboration.
Key Responsibilities
Outsourcing and Third‑Party Management
Design, implement, and ensure the effectiveness of the firm’s Outsourcing Framework, chairing the Outsourcing Oversight Committee.
Ensure outsourcing and critical third‑party arrangements comply with Central Bank of Ireland outsourcing and operational risk expectations, working closely with functions across Business Operations, Risk, Compliance, Financial Crime, Infosec, Legal, Product and Commercial.
Operational Resilience
Define, approve, and oversee a comprehensive ICT risk management framework and digital operational resilience strategy.
Ensure compliance with Central Bank of Ireland expectations on operational resilience, business continuity planning, scenario testing, crisis communication, wind‑down planning and disaster recovery.
Create and maintain mappings and visualisations of operational resilience frameworks, critical business processes, interdependencies and interconnections to support resilient delivery of Important Business Services and Critical Business Functions under DORA requirements.
Identify, document and manage operational dependencies and vulnerabilities.
Understand processes from the ground up to suggest improvement areas.
Governance & Board Engagement
Report directly to the Truelayer Ireland CEO as the COO of the EU regulated entity.
Work directly with the CEO to provide operational assurance, delivering accurate, timely and meaningful operational reporting to the Board and senior management.
Translate strategic objectives into executable operational plans, performance metrics, resource allocation frameworks and governance structures.
Ensure effective internal controls, segregation of duties and oversight mechanisms are in place and operating effectively.
Data‑Driven Performance
Report executive‑level Management Information (MI) and performance metrics to the business and Board of Directors, using data‑driven insights to identify business drivers and improve operational efficiency.
Champion the use of AI tools to automate manual workflows, streamline high‑volume reporting cycles and enhance MI accuracy across both Group and entity levels.
Continuously monitor key performance metrics reporting on operational health KPIs.
About You
Previous experience in a PCF‑42 or equivalent regulated senior operations role within a regulated financial services or fintech environment.
Demonstrate a “can‑do” attitude with a willingness to be hands‑on in a scaling environment, ensuring operational tasks are executed effectively alongside high‑level strategic management.
Strong understanding of CBI regulatory frameworks, Operational Resilience, DORA and Outsourcing and Third‑Party requirements.
Experience engaging with the Central Bank of Ireland or other relevant regulatory authorities, auditors and senior stakeholders.
Strong vendor management skills with a proven ability to manage third‑party relationships and outsourced functions.
Ability to operate effectively within a management team and engage with Board‑level stakeholders.
Not afraid to get stuck in and build things from the ground up.
Proactively identifying improvement areas and creating processes to support future growth and expansion.
Seeking out opportunities to add value and improve speed of execution for the operations of the team.

A proven track record of managing a third‑party and service delivery to ensure critical outsourcing arrangements strictly align with CBI and DORA regulatory mandates.
Experience managing Outsourcing, Operational Resilience and EU DORA frameworks.
Track record of implementing AI‑driven tools and optimising complex workflows to eliminate friction.
Experience scaling regulated operational infrastructure in a fast‑paced fintech environment.
