Overview Post Title: HR Recruitment Officer - Clerical Grade IV (0558) Post Status: Permanent Department Human Resources Location: Beaumont Hospital, Dublin 9 Reports to: Head of Recruitment Salary: Appointment will be made on Grade IV salary scale (€36,109 - €55,463) at a point in line with Government pay policy. Position Summary The Recruitment HR team is responsible for managing the recruitment and selection process and system set up of new staff for Beaumont Hospital and St Joseph's Raheny. The team is responsible for the quality and compliance of information while fully maintaining HR systems. The Recruitment HR Team also manages promotions, transfers, temporary assignments and the on-boarding of new staff. This is a key role in supporting the management and smooth running of the day to day function of the Recruitment section of the HR Department. The post holder will work on behalf of the Head of Recruitment and the Director of Human Resources, as required, with responsibility for ensuring that all of the recruitment processes are completed as per standards required and that systems are fully maintained. They will be assigned projects to help implement new processes or systems and will support a culture of continuous improvement. It is a requirement of this role also that the quality of data inputted and recorded in our systems is checked for accuracy and compliance. Responsibilities Principal Duties and Responsibilities The position of the Grade IV Recruitment Officer encompasses administrative responsibilities that include the following: Recruitment Quality check on all new competition documentation for compliance and completion Accurate and timely recording of recruitment process steps and information as required Collaboration with Hiring Managers to clarify role, responsibilities and timelines Responsible for processing and compliance of all assigned competitions from Approval to Candidate Induction in line with current policies and procedures Preparation and posting of job specification, advertised in line with relevant legislation Coordinating Shortlisting and Interviews as required Notifying successful/unsuccessful applicants and recording of all relevant interview information Liaising with recruitment agencies and preferred search partners if and as required On-Boarding Ensuring that all pre-employment documentation is obtained and verified as per SOPs Responsible for ensuring that new employees have a current right to work and processing of any work permit applications and renewals in a timely manner Calculation of new staff salary payments in line with Public Sector Pay Policy Collection of all documentation as required by HR, Payroll and Superannuation systems Compliance check on all new employees before initial start date Administration Input of data into Beaumont's HR information systems (iCIMS ATS and SAP SF), ensuring the accurate, timely and complete recording of data Maintaining and updating personnel files on HR Information systems Scanning and storage of employee files/paperwork Full compliance with SOPs and HR systems, ensuring quality of data in a timely manner Generate relevant reports for analytics, compliance and insights Responsible for processing of permanent and temporary/locum set-ups, renewal of temporary/acting/promotion appointments as assigned in line with standard operating procedures. Other Support and plan the management of recruitment workload activity Support the Head of Recruitment in the provision of a high quality, efficient and effective Human Resources service. Responsible and accountable for ensuring the accurate application of all HSE circulars and directives as assigned by the Head of Recruitment or relevant HR Manager/Director Contribute and participate in projects of continuous improvement Contribute and participate in legacy projects where data reconciliation is specified and required. Act as a point of contact for staff on HR and Recruitment issues in accordance with HR policies and procedures To keep up to date with developments in employment legislation and human resources best practice Any other duties as assigned by the Head of Recruitment. Mandatory Professional Qualifications, Experience, etc., (a) Eligible applicants will be those who on the closing date for the competition: (i) Obtained at least grade D (or pass) in Higher or Ordinary Level in five subjects from the approved list of subjects in the Department of Education established Leaving Certificate Examination or Leaving Certificate Vocational Programme or Leaving Certificate Applied. Or (ii) Passed an examination of at least equivalent standard Or (iii) Satisfactory relevant experience which encompasses demonstrable equivalent skills And (b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability and administrative ability, for the proper discharge of the office. Desirable Good working knowledge of Microsoft Office Suite (Word, Excel, Outlook) Exposure to ATS (Application Tracking Systems) a plus. Exposure to HR applications (SAP) advantageous. Experience of working in a healthcare environment. Excellent keyboard skills. Excellent attention to detail and numeracy. Good written and verbal communication skills.
