Job Description
The Technical Officer position is a key role within the organization, responsible for providing technical support in the design, planning, and supervision of property maintenance and management matters.
This includes full design responsibility, preparation of contract documentation, and provision of support to senior staff members. The ideal candidate will possess expertise in construction/property maintenance-related matters and be able to provide expert advice and support as needed.
Key Responsibilities:
* Completing condition surveys of Council property and developing planned maintenance schedules
* Producing accurate schedules of works for each project
* Developing designs for maintenance projects, ensuring compliance with relevant legislation and good practice
* Assisting in the preparation of annual estimates for Property Maintenance matters
* Preparing contract documentation in accordance with procurement policy
* Surveying, planning, and supervising capital and revenue works related to Property Maintenance
* Ensuring compliance with Statutory Authority requirements, including CDM regulations 2015, Planning Service, Building Control regulations, and HSE obligations
* Programming works to ensure minimum disruption to Council services and delivery to agreed targets and deadlines
* Using IT software to produce reports and maintain records of all planned and completed works
Person Specification:
* HNC or equivalent in Building/Engineering or other construction-related subject
* Relevant technical qualification at NVQ Level 3 or equivalent, plus 3 years' experience in a similar role
* Desirable: Playground inspection RPII to Operational Inspector level
Requirements:
* Valid Category B driving license or access to suitable transport
Salary and Benefits
The salary scale for this position is PO1 SCP 29 - 32. Additionally, the position offers a range of benefits, including car user status (casual) and opportunities for career development.

The successful candidate will be expected to work independently, using Microsoft Office, Excel, and databases to manage their workload. They will also be required to maintain confidentiality and handle sensitive information appropriately.
