The Role The Executive Engineer will be expected to supervise, control and carry out engineering / ancillary services given to them within the service area to which they are assigned.
These services areas may include, but may not be limited to, Road Maintenance, Design and Construction, Natural Water and Flood Management Services, Environmental and Climate Services, Environmental Licensing and Enforcement, Housing Maintenance and Construction, Public Realm Maintenance and Design and Construction.
The Executive Engineer will operate under the direction of and report to the Senior Executive Engineer / Senior Executive Parks Superintendent / Senior Engineer / Senior Parks Superintendent (Supervisors) of the section to which they are assigned.
They must undertake those duties as assigned to them by their Supervisor.
The Executive Engineer will also report to the Director of Service of the section to which they are assigned, or any other person designated by the Director of Service.

The Climate Action Directoratehas thefollowingsections where engineers are assigned: Natural Water Operations South Dublin County Council (SDCC) is responsible for the operation and maintenance of a stormwater network of approximately 900 linear km.
The sections main objectives are to protect and improve the quality of South Dublins water bodies, including rivers, streams.
lakes, ponds, and wetlands etc., and to remove/reduce pluvial and fluvial flood risk in South Dublin, whilst maintaining, improving and expanding the stormwater network to cater for an expanding population, increased developments of lands and changes in climate.
A critical aspect of this work is the promotion and implementation of Sustainable Drainage (Su Ds).
As part of the continued improvements to mitigate against flood risk, due to factors such as network capacity and climate change, SDCC delivers a minor works programme and various capital projects.
SDCC also works in partnership with the Office of Public Works (OPW), to undertake large flood alleviation relation to water quality and the protection of our natural waters, SDCC Water Pollution team actively monitor the water quality of the countys rivers and streams.
The council is tasked with responding to water pollution incidents, with the aim of identifying and rectifying the pollution source.
The team works to deliver the requirements of the RMCEI, National Agricultural Inspection Programme, and progress actions to support the Water Action Plan 2024.
The Natural Water and Flood Management team work closely with the Climate Action team to deliver climate actions in the area of Flood Resilience, under the Climate Action Plan 2024-2029.
Mechanical Services South Dublin County Counciloperatesafleetofapproximately250 vehicles.
The Mechanical Sectionisresponsibleforthesustainable, efficient and cost-effective management of the council fleet and stormwaterpumpingstationsites.
Akeypartoftheoperationsis the implementation of the fleet decarbonisation and renewal strategy,withafocusonenergyefficiencyandreducing CO2emissionsinlinewithnationalclimateactiontargets.
Climate Change SDCC have a robust Climate Action Plan (CAP) in place for2024-2029tomeetourtargetsforcarbonemissions,energyreductions andtoreducetheimpactsofclimatechange,ensuringthatpolicies andstrategiesalignwiththenationalplansandlegislation.
The teamfacilitatesdeliveryofprojectsidentifiedinthe CAPacrosssix action areas including Energyand Buildings, Transport, Flood Resilience, Nature Based Solutions, Circular Economyand Resource Management,and Community Engagement,whileworkingwith other SDCC departments, Local Authorities, state bodies,relevant stakeholders and communities in South Dublin.
Climate Action Delivery Inlinewith SDCCClimate Action Plan(CAP)2024-2029, SDCCare deliveringclimateactionprojectsincluding,butnotlimitedto,the delivery of Energy Performance Contracts for the large SDCC owned buildings, the retrofit of public buildings, development of public EVcharging infrastructure, installation ofsolarpanels on councilownedbuildingsandlands,andthecontinueddevelopment andexpansionofdistrictheating.
Theteamworkstoidentify opportunitiestoimproveenergyefficiencyandtoreducecarbon andgreenhousegasemissions.
Onesuchaspectisthe implementation and management of ISO 50001 (Energy Management System), which will identifycontinued opportunities to reduce energydemand and emissions.
Public Realm Management of public realm areas including parks and open spaces, Integrating and improving green infrastructure and managing climate action by measures such as the enhancement of biodiversity and the integration of sustainable urban drainage into public realm areas in the development of the county.
Design and project management of new, and upgrade of existing, recreational infrastructure in parks and open spaces.
Maintaining and operating existing facilities such as parks, pitches, playgrounds, burial grounds and street cleaning.
Enforcement and Licencing The Waste Enforcement and Licencing section has responsibility for monitoring and enforcing waste related activities subject to the Waste Management Act 1996, as amended and other EU and national waste legislation and policy.
It works with otherlocal authorities, the EPA, the NWCPO and otherstakeholderstodealwithenvironmentalwastecrime.
It carriesoutonsiteinspectionsofwastefacilities,wastecollectors, construction sites, and residentialand commercialproperties to ensurecompliancewiththevariousbyelawsandregulationsunderits remit.
Waste Management The waste management section is responsible for the after care of Arthurstown landfill, Friarstown tiphead and all historic landfill sites.
The section is also responsible for managing the service concession contract for the operation of the Ballymount Civic Amenity Recycling Centre and the operator licence for the Ballymount Waste Transfer Station and includes ensuring compliance with the EPA waste licence for the facility.
Other areas of responsibility are the implementation of the community recycling strategy, the management of the regional glass recycling service within South Dublin County and the services provided by textile recycling operators on South Dublin County Council sites.
The waste management section also has responsibility for the management of the road sweeping and associated services contract.
The work of the section is expected to change and expand as circular economy initiatives commence and develop.
Emergency Planning SDCC Major Emergency Management Team is responsible for SDCCs obligations as a Local Authority under the national Framework for Major Emergency Management and are active participants at local, regional and national level committees dealing with various aspects of major emergencies and delivering training and exercises on an interagency basis.
The team is responsible forliaising with the Principal Response Agencies and multiple other agencies.
They coordinate SDCCs Crisis Management Team, Severe Weather Assessment Teamand ensurethatthe Major Emergency Plan,andallsubplans,arekeptup to date, amongst other functions.
Active Travel This Active Travel section manages the design and construction of new and improved walking and cycle infrastructure.
The Planning & Transportation Directoratehas engineers assigned to the following sections: Road Maintenance and Town Centre improvements The Roadmaintenancesectionisresponsibleforthemaintenanceandupkeepoftheroads,bridgesandfootpathsinthecounty.
Works include preparation of roadworks and footpath programmes as well as the design and delivery of improvement schemes for the Countys town centres, villages and district centres.
This includes in-house design work, preparation of tender documents supervision of contractors and direct labour crews on site.
Inputting of Road schemes on Maproad system.
Carrying out yearly survey of road condition.
Traffic Management and Roads Forward Planning Traffic section is responsible for planning for the provision of a sustainable transport network across the County including working with key stakeholders at National Transport Authority (NTA), Transport Infrastructure Ireland (TII) and Irish Rail to support delivery of new and improved public transport and active travel measures.
Preparing transport plans and strategies for the roll out new and improved transport infrastructure.
Thissectionalsomaintainsandimprovestrafficmovementsacrossthe Countythroughthedesignanddeliveryoftrafficmanagement schemes,newsignageandtrafficsignals.
Thisrolealsoincludes thedeploymentof Intelligent Trafficsystemsandrealtime traffic information.
Taking in Charge and Building Control This section is responsible for Building Control and the Taking in Charge of completed developments.
Public Lighting Services Manages and upgrades the public lighting stock in the County.
Road Design and Construction This section manages the design and construction of new and improved roads.
The Housing Directoratehasengineersassignedtothefollowingsection: Planned Maintenance This section is responsible for the management of social housing stock with a focus on the roll out of the Energy Retrofit Scheme.
This requires working within a multi-disciplinary team to facilitate the upgrade of South Dublin County Councils housing stock.
The office is wholetime, permanent and pensionable.

Note: A Level 7 degree will be assessed on the basis that the period of study undertaken should be equivalent to at least 180 ECTS credits.

Salary / wages Entry point on the salary/wage scale is set in line with Department of Housing, Local Government and Heritage circulars.

Duties (general local authority provision) Under Section 159(3) & (4) of the Local Government Act 2001, employees perform executive, administrative, technical or management duties as directed by the Chief Executive or delegated officer, including servicing committees and related functions, and may be required to act for a higher-level officer.
