The role Human Resource Position - The purpose of the role is to provide a HR service to the management and staff in Tipperary University Hospital.
The role encompasses the processing of Staff Recruitment and Selection, Absence Management, Payroll, HR Reporting, HR Administration, day-to-day queries and projects for the HR Department.
The post holder will support the Human Resource Manager and will be responsible for the management of clerical staff on the Acute Floor
Medical Manpower Position - The post holder will be required to manage the recruitment and selection process for Non-Consultant Hospital Doctor (NCHD) staff.
The role will include requirements to ensure that NCHD rosters/workforce plans meet service needs and are compliant with the European Working Time Directive.
The post holder will support the Medical Manpower Manager with specific responsibilities for a number of key functions in the context of the management of the hospital's Medical Workforce and budgets.
The post holder will be responsible for the management of clerical staff in the Medical Manpower Department.
The post holder will participate in the management and delivery of a quality service that is consistent with the mission, vision, values and strategic plan of the organisation relevant to the role.
The person Have satisfactory experience as a clerical officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act ****
Or
Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish1.
Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.
Or
Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction.
Or
Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).
Health: A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character: Each candidate for and any person holding the office must be of good character

Post specific requirements · Significant experience of working in a Human Resources role including recruitment and selection, employee relations, absence management, payroll processing, provision of HR advisory services to management and staff
· Significant experience in a role that has involved dealing with senior managers and other key internal and external stakeholders.
· Experience of analysing and collating data and producing summary reports using MS Excel or similar tools
Other specific requirements Access to transport as post may involve travel
