Based in OLH&CS (Harold’s Cross, Blackrock and Wicklow), Milford Care Centre (MCC), Limerick and other SPC sites nationally as required.
The successful candidate will be tasked to lead on OLH&CS phase 1 of the Community Connect Specialist Palliative Care project on time, within budget, to a specified level of quality and to ensure that business benefits are delivered in conjunction with the services in which the programme is being implemented, demonstrating that standards of quality are consistently applied and to maintain a posture of audit‑readiness at all times.
The post holder will have overall and ongoing responsibility for the successful planning, development, coordination and implementation of change management activities within OLH&CS in support of the realization of outcomes of benefit. The scope of work will involve the development and delivery of key strategies and objectives of the transformation agenda and forming collaborative working relationships with all stakeholders.
Key Responsibilities
Coordinated management of the project to achieve critical organisational objectives across all three sites
Regularly handling face‑to‑face resource, timing, quality and reporting conversations with senior management and peers in order to deliver on the accountability and reporting aspects of the role
Supporting service managers in leading organisational change to drive benefits
As the Project Lead/Change Manager, the post holder will be at the forefront of the change initiative and be accountable to the CEO and OLH&CS Community Connect CMS Steering Group.
Essential Requirements
Experience at a senior leadership level
Experience of managing and working collaboratively with multiple stakeholders and a proven track record of planning and delivering change to successful outcomes
Significant experience of implementing and managing complex change or quality improvement projects
Extensive experience of infrastructure planning and operations, design, and deployment as well as system life cycle management
Experience of operating within a complex planning or programme management role and/or function within a large scale multi‑stakeholder environment utilising and overseeing relevant disciplines, including:
Project Management
Project Delivery
Risk and Issue management
Strategic Planning
Service / Business / Operational Planning
Budget Management
Resource Demand and Supply Planning
Change Management
Stakeholder Management
Experience of engaging with senior stakeholders and management as relevant to the role
Experience of leading and managing a project team
Experience of using project management systems and tools (e.g., Microsoft Visio, Gantt Charts)
Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office
Post Specific Requirements
Experience of managing and working collaboratively with multiple internal and external stakeholders
Knowledge and understanding of Specialist Palliative Care services
Experience in successfully supporting change management projects and/or programmes, as relevant to the role
Experience of utilising project management tools, as relevant to the role
Other Essential Requirements
Access to appropriate transport to fulfil the requirements of the role
Flexibility in relation to working hours as required
