We protect people in Ireland from online harms and serve as the European regulator for large online platforms headquartered in Ireland, working closely with the European Commission and counterparts across Europe. We enforce rules for journalism, user safety, and handle complaints about platform responses.We regulate broadcasters and video-on-demand providers, creating and enforcing codes on news balance, protecting children, political advertising, gender balance, and accessibility. We review and extend these codes to streaming services and content uploaders, award broadcasting contracts, review public broadcasters, and handle public complaints.Our support extends to the broader media sector through funding schemes for Irish society content, Irish-language projects, local journalism, and initiatives on Irish language, sustainability, and diversity. We promote media literacy and anticipate a broader media development role.About the roleThe European Media Freedom Act (EMFA) aims to strengthen media pluralism and independence across the EU, ensuring free cross-border operation of media without undue influence, considering digital transformation. Full implementation is targeted by 8 August.The Department of Tourism, Culture, Arts, Gaeltacht, Sport, and Media is drafting legislative proposals to assign new functions to Coimisiún na Meán, including:- The Broadcasting (Amendment) Bill to safeguard public service media independence.- The European Union (Media Freedom Act) Regulations to enhance regulatory cooperation and information sharing.This role involves shaping CnaM’s new responsibilities, including:Developing an interim media merger assessment framework.Establishing reporting guidelines for public advertising expenditure.The legislation aligns with strategic outcomes in Democracy, Irish Culture, and Media.Key ResponsibilitiesAnalyze draft legislation on EMFA transposition.Engage with the Department on legislation and measures.Develop an implementation project plan for EMFA.Create a media merger assessment framework.Propose reporting options for state advertising and guidelines for authorities.Perform other duties within Policy, Research and Strategy.Note: Duties are indicative and subject to review.Strong understanding of legislative processes within the EU and Irish frameworks.Experience in policy/economic analysis and legislative impact assessment.Knowledge of the European Media Freedom Act and media regulation.Ability to develop and implement project plans in regulatory contexts.Excellent research skills for legislative interpretation.Experience liaising with government, regulators, and industry.Strong communication skills for policy drafting and reporting.Master’s degree in law, policy, economics, media studies, or related fields.Training in project management methodologies (e.g., PRINCE2, PMP).Previous experience in regulatory authorities, government, or EU institutions.
