The Role:

The Facilities area is responsible for obtaining and maintaining UÉ's headquarters and regional offices, including activities such as: security, property management, spatial planning, capital projects and building management. The function has the responsibility of delivering a highly effective Facilities Management Service for UÉ, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all UÉ’s facilities and locations and the management of the company’s complex fleet. It is an area that is and will be subject to significant change and expansion, supporting a large capital investment program, over the next number of years.

The Security team is responsible for the management of the security of commercial buildings and operational sites at national level including the security risk assessment programme, manned security, incident management and investigations, electronic security systems (CCTV, Intruder

and Access Control), key management, remote monitoring through the SOC (Security Operations Centre), capital upgrades and maintenance activities. The team develop and implement Security Strategies, policies, standards and procedures to provide a best-in-class security function that will protect our people, assets and reputation from physical threats both external and internal.

Reporting to the Security Projects Manager, the Security Systems & Projects Analyst is a key member of the Security Team and is responsible for project management support across all physical security programs including– Electronic security programs (CCTV, IDS), physical upgrade programs (Fencing and security doors) and access control programs.

Main Duties and Responsibilities:

* Support the Security Project Manager and wider security team to ensure key milestones and project deliverables are met on time and in budget.
* Evaluate potential system implementation and condition of existing systems for the purpose of determining upgrade and install requirements ensuring business needs, statutory requirements and desired risk reduction are achieved.
* Ensure security project align with Uisce Éireann Health, Safety, Quality and Environmental requirements and ensure compliance with statutory and legislative requirements, including conducting HSQE assessments and audits.
* Working with the Security Projects Manager and engaging with third-party resources to deliver the electronic security programs and physical security upgrade programs from project conception, system design and installation through to commissioning and handover.
* Review and critically analyse designs and submissions made by third party resources and provide comment, taking security risk reduction, HSQE and GDPR into consideration.
* Carry out regular reviews of project progress, budgets, changes, risks, and issues, and ensure that reports are produced and circulated on an agreed timeline.
* Engage with Security Operations to ensure that security systems are commissioned, and handover processes are followed allowing systems to be monitored. Follow all escalation and response procedures
* Development of strategic relationships with internal and external stakeholders – IT, HR, Local Authority staff and senior engineers to simplify and streamline service delivery to ensure service provided is of an excellent standard.
* Development and ownership of policy documentation, standard operating procedures and process maps of the Security Systems including auditing processes and process improvement integrating efficiencies as they are identified.
* Business Planning – identification of role priorities and development of long-range work plans, participate in creation of annual project implementation plans.
* Preparation of professional communications. Creation of presentations, spreadsheets, and other complex documents, including the initiation and preparation of reports.
* The role requires some flexibility in working hours, work across regions as required, addressing project needs.
* Other duties as maybe assigned from time to time.

General Duties and Responsibilities:

* Collaborate with key internal stakeholders across the UÉ business
* Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
* Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
* Other duties as required.

Knowledge, Skills and Experience:

* Minimum of 3 years’ experience delivering minor civil/system installation projects from conception through to completion e.g. CCTV, intruder, fire alarm, electrical systems etc.
* Relevant third level qualification in a related discipline (e.g. Engineering, Electrical or Mechanical) or equivalent work experience.
* Experience managing a team, with strong people, change management and conflict resolution skills
* Ability to develop and maintain effective partnerships with key stakeholders internally and externally
* Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
* Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
* Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
* Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
* Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
* Full clean driving licence.

Please note the Market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, and leaves room for the employee to progress through the pay range as their experience develops further.
