The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact.It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government.
It is also permitted to borrow up to €1.25bn The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes.It also works in partnership with the country's largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government's Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway. The Role ? The successful candidate will be actively engaged in the management and support of Land Development Agency, LDA, IT infrastructure, information services, business solutions and web applications. Reporting to theIT Operations & Security Manager, theprimary roleof theSenior IT Security Administratoris to assist the IT Operations & Security Manager in managing and maintaining the critical IT functions of the LDA.TheSenior IT Security Leadwill also contribute to the governance of IT Security, Risk, Change, Incident and Business Continuity Management. More specifically under the following key aspects of the role; the individual will beresponsible for the following tasks: KeyDuties and Responsibilities: INFORMATION SECURITY Monitoring security solutions provided by third-party vendors, including firewalls, intrusion detection/prevention systems, and endpoint protection tools.Monitoring and report on third-party vendors adherence to SLAs.Monitoring resilience & recovery processes.Performing risk assessments to identify security threats.Contributing to security items on the risk register.Managing action lists of vulnerability remediations.Administering incident response processes, including reporting, response, containment, investigation, remediation, and reporting.Developing, implementing, and maintaining information security policies, procedures, and standards.Security process mapping - identifying and mapping security processes and updating when change occurs.Managing change requests relevant to information security.Overseeing compliance with ISO 27001, NIS2 and other relevant standards & regulations, ensuring documentation is maintained.Measuring & reporting on the effectiveness of policies and processes.Contribute to IT projects to deliver solutions that meet security best practice and manage security implementations during all phases.Managing security checklists.Managing the testing schedule to ensure the performance of tests, results from tests and independent review and approval of tests.Managing the testing schedule to ensure scheduled testing is completed on time.Assisting in the running of relevant incident repose exercises.Collaborating with vendors and service providers to ensure adherence to security best practices.Assisting in procurement & tendering for security services such as vulnerability assessments.Staying updated on the latest security trends, vulnerabilities, and technologies, recommending and implementing necessary upgrades or changes.INFORMATION SECURITY AWARENESS & TRAINING Assisting in the ongoing development and implementation of the LDA Information Security Awareness & Training programme.Management of Software/Tools for the training and development of Information Security Competence across the LDA.Conducting security awareness workshops for staff.Measurement & reporting on the effectiveness of the LDA Information Security Awareness & Training Policy.INFORMATION SECURITY IMPROVEMENT Identifying opportunities for process and efficiency improvement.Working with external service providers to identify and deliver best practice security processes & solutions.Contributing to the on-going development and Improvement of LDA's IT Strategy and Policies.Qualifications and ExperienceRequirements: Essential experience/knowledge A minimum of 5 years' experience, of working in a commercial or public sector corporate environmentTechnical Degree to bachelor level or other related third level qualificationRelevant experience including process analysis and management reportingAn excellent understanding of best practice Information SecurityQualificationinISO 27001,and experienceina certifiedoperating environmentExperience ofbalancingITsecuritybest practicewith business needsTechnical understanding of security technologiesUnderstanding of key performance methodologies and quality metricsStronginvestigative experienceKnowledge of or experiencewith contributing to IT orientated solutions to business needs and requirementsDesirable Knowledgeand experienceofISO 27005, ISO 22301, ISO 27017Knowledge of NIS2Up to date with recent trends in business technology solutions.Knowledge of the technology needs and business processesin the public sectorProject Management Certificatione.g.Agile, PMP, Prince2ToApply: The closing date for applications is5pm on the 28th May 2025.
