The programme aims to streamline placement activities, improve accessibility for families, and reduce administrative effort for service providers. A phased rollout is underway, including the pilot launch of a new online platform for post-primary admissions in 2026.The successful candidate will provide analytical and delivery support throughout this rollout, facilitating stakeholder engagement, gathering business requirements, and contributing to design and implementation. This position plays a key role in ensuring the solution aligns with user needs and policy objectives while driving meaningful change across the sector.Work Location & Travel RequirementsThis is a hybrid role with flexibility for remote working, alongside required attendance at designate office in Tullamore, Co. Offaly. There also could be travel to their offices in Athlone, Co. Westmeath and Dublin.Key ResponsibilitiesFacilitate strategy and design workshopsEngage stakeholders and capture requirements across diverse groupsConduct data and business process analysisDocument and present current and future-state business processesPerform gap analysis between systems and requirementsAuthor detailed user stories and requirements documentationSupport change management activitiesProvide vendor evaluation supportMaintain ongoing requirements traceabilityKey RequirementsMinimum 7 years' experience in a similar Business Analyst roleExperience working in Agile environmentsProficiency with Microsoft Azure DevOpsStrong capability in requirements gathering and public-sector procurement processesExperience with COTS systems and/or low-code/no-code platformsAbility to produce BPMN process maps and high-quality documentationExcellent written and verbal communication skillsUnderstanding of GDPR and regulatory complianceStrong stakeholder engagement and workshop facilitation skills.
