About the Employer
Fingal is a highly attractive place to live, work, visit and do business. It comprises a geographical area of 450 sq.km stretching from Balbriggan in the north, to Blanchardstown in the west and to Howth in the east. The area is defined by the diversity of its landscape and settlement patterns with rural, urban and suburban locations all rolled into one county. There is 88kms of coastline, three large, protected estuaries and salt marsh habitats and 13 major beaches. Fingal County Council is one of the county’s major local employers and currently employs approximately 1,600 staff.
The Council is mandated to deliver a diverse range of functions and services which can be broadly described under the headings of the provision of physical and social infrastructure, housing, economic and tourism development, community development, recreation and amenity services and the management of the planning and environmental regulatory framework. The role of the County Council as provided for in law is to represent, lead and serve the communities of Fingal.
About the Role
The Senior Executive Architect works as part of a multi-disciplinary team delivering architectural services to the Local Authority and provides advice and leadership to the team. Reporting to the Senior Architect, or such other designated person(s) as may be assigned from time to time, the post holder will deliver a programme of architectural work and provide advice on all architectural matters. The programme of work may include responsibility for the construction/refurbishment of housing accommodation, management and maintenance of Council property, public realm work and architectural advice as well as leadership and input to the positive development of the region.
About You
It would be desirable if the successful candidate had the following Skills and Experience:
Demonstrate the necessary vision, leadership and experience at a sufficiently senior level to lead a multi-disciplined team in the delivery of the Council's capital programme.
Possess the management skills and ethos necessary to optimise staff contribution to the achievement of organisational goals and objectives.
Be innovative and have a career record that demonstrates a high level of competence in the management of staff, communication, conceptual and analytical thinking and initiative.
Have good knowledge and awareness of the Building Regulations and the Building Control Act, and their application in the workplace.
Have an outward looking perspective and a track record of successful inter-agency collaboration and co-ordination.
Have a good working knowledge of the legal, regulatory and governance framework within which the Council operates.
Have the ability to manage financial resources within a budgetary control framework.
Have a satisfactory knowledge of public administration in Ireland and experience of administration at a high level.
Have excellent interpersonal and communication skills.
Possess excellent organisational and IT skills.
It is desirable that candidates have a recognised accreditation in architectural conservation.
Possess excellent knowledge of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace in accordance with the Council's approach to managing safety in the workplace.
Demonstrate an understanding of the role and duties of line managers and the ability to take a structured and procedurally sound approach to achieve management objectives in the workplace.
Have a clear knowledge and experience of project management and public procurement.
