Purpose of Post

The primary purpose of this role is to ensure the PIC is supported with the oversight of Community compliance with all regulatory and statutory requirements as well those requirements arising under service agreements with the HSE and any other funding or oversight bodies.


Responsibilities

* Oversee the day-to-day activities of the frontline residential staff teams within the designated centre as directed by the Person in Charge (PIC).
* Provide leadership, coaching, oversight, and supervision to staff within the community, promoting a positive workplace culture that supports learning and growth for all staff.
* Actively support the PIC in developing an evidence-based culture, ensuring service information and action plans are updated, accurate and appropriately completed.
* Contribute to the development of strategies to continuously improve the community and meet identified actions.
* Participate in working groups/teams as appropriate to advance the interests of CMSN's and CCoI.


Advocacy and Rights

* Promote and implement high-quality person-centred supports, ensuring that CMSNs are treated with dignity and respect in line with what’s important to and for them.
* Uphold the human, legal and constitutional rights of individuals supported by CCoI, enabling and supporting them to grow and develop to achieve personal autonomy.
* Encourage individuals supported by the Services to develop self-advocacy skills and opportunities for involvement in advocacy.
* Foster staff respect for the rights of individuals, ensuring they are consulted and in agreement with matters relating to living arrangements and environment.


Person Centred Support for Living

* Ensure CMSN's assessments of requirements are updated based on their needs and goals to enhance quality of life.
* Support the development and overseeing the implementation of CMSN's Support Plans based on their needs, choices, and preferences.
* Ensure the Support Plan for each CMSN is communicated clearly, implemented, evaluated, and modified as needs change.
* Support the implementation of actions to assist CMSNs with Support Needs Care Plans and report emerging needs with solution-focused measures to the PIC.
* Maintain complete and accurate records for each person (needs assessments, risk assessments, incidents, notifiable events, file notes, communication plans, behavioural management, health action plans, medication management, financial records).
* Ensure the keyworker system is implemented and that each CMSN with Support Needs receives a high-quality, personalised service addressing their needs and wishes.
* Support and facilitate individuals in developing, implementing, and reviewing their personal support plans, and ensure actions are carried out.
* Enable CMSN participation in the community and support social, educational, and vocational development through community facilities and resources.
* Encourage development of choice and decision-making skills.
* Manage and support medical appointments in liaison with external clinical/primary care personnel as directed by the PIC.
* Ensure a healthy and nutritious diet is offered, in consideration of individual needs and preferences.
* Documentation relating to CMSN care complies with CCoI and HIQA standards.
* Schedule and prepare for quarterly and annual meetings for CMSNs (e.g., Circle of Support meetings and Annual Reviews) as directed by the PIC.
* Regularly liaise with the PIC on all aspects of CMSN supports.
* Conduct spot checks and monthly reconciliation at house level of CMSNs’ finances and ensure asset registers are complete and updated.


Direct Supervision / Oversight Tasks

* Provide leadership and support to stakeholders to ensure understanding, buy-in and commitment to organisational goals.
* Provide direct oversight, supervision and monitoring of staff performance and report to the PIC on service outcomes.
* Ensure reports, timesheets, and financial statements are accurate and submitted on time; promote good practice in report writing and record keeping.
* Ensure safe and effective allocation of staff rosters; address concerns and, when required, work on the frontline to deliver services.
* Maintain the designated centre in a home-like condition with regard to hygiene, cleanliness, repairs and maintenance, and report issues to the PIC for action.
* Monitor risk management, coordinate Q&S incident reporting and implement approved corrective actions.
* Monitor and support staff in medication administration.
* Use resources cost-effectively as directed by the PIC or Area Services Manager.
* Ensure policies and procedures are adhered to and staff are trained and sign off on relevant P&Ps.
* Oversee that CMSNs are supported to plan and action their plans and goals.
* Schedule and review governance and oversight tasks at house level and ensure service documentation is completed.
* Manage and schedule volunteers to support social activities aligned with Support Plans.
* Oversee management and recording of house budgets.


Staff Coaching and Development

* Lead implementation of CCoI processes at house level and monitor practice to embed policies and procedures with reporting of concerns to the PIC.
* Support recruitment and selection, onboarding, induction, and probation for frontline staff.
* Provide access to policy guidelines and ensure staff understand and adhere to them.
* Identify training needs, deliver training, evaluate impact, and contribute to improvements.
* Provide coaching, mentoring and supervision to improve practice and ensure staff are trained in areas such as medication management.
* Foster an environment that promotes reflective practice and high standards of care.
* Promote an open culture of learning, feedback and complaints in line with CCoI policies.


Administrative

* Coordinate staff activities to maximise efficiency and ensure skill mix matches service needs.
* Assist the PIC in managing local budget and cost containment.
* Maintain administrative records, sign-offs, and data collection to support quality assurance.


Communication

* Chair or attend House meetings and prepare for Community Management meetings.
* Organise and document regular house meetings and residents’ meetings.
* Develop and promote positive relationships with CMSN families, supporting person-centred approaches.
* Ensure respectful communications with all stakeholders.


Quality & Safety

* Ensure compliance with legislative, CCoI policies, and HIQA standards; monitor, inspect and audit the designated centre.
* Communicate, implement, and review quality improvement actions; report to the PIC.
* Prepare notifications, complaints investigations and incident reports for review by the PIC.
* Ensure health, safety and welfare of staff, CMSNs and visitors in line with the Health and Safety at Work Act (2005) and related plans.
* Act as Health and Safety Officer for the Community and lead the local health and safety committee.
* Monitor fire safety, external contractors, drills, and risk registers.
* Monitor road safety for service vehicles and ensure checks and servicing are completed.
* Ensure medication administration follows P&Ps and report discrepancies to the PIC.
* Oversee reporting of quality and safety incidents and maintain risk registers.
* Ensure maintenance and servicing of equipment and appropriate use of equipment per policies.
* Ensure risk assessments and related records are current and staff understand their roles in supports.


Qualifications, Knowledge & Experience

* Level 7 on the QQI Framework - BA in Social Care Studies or equivalent in Health/Social Care or related discipline.
* At least 2 years management experience at a similar level of responsibility
* At least 3 years' experience in the health/social care or voluntary sector
* Understanding of national and sector developments in quality and safety within disability services
* Proficient IT skills (MS Office: Excel, Word, SharePoint, OneDrive & Teams)
* A full driving licence is essential

Details of the Role

Salary Scale: €44,111 - €52,445

Location: The Bridge Community, Kilcullen, Co. Kildare

Contract: Permanent - Full-time 40 hours
