Terminal Concession Asset Oversight Lead

The Terminal Concession Asset Oversight Lead plays a critical role in managing and safeguarding the operational, technical, and safety standards of all food & beverage, retail, and concession tenants operating within Dublin Airport. Acting as the primary interface between Dublin Airport (landlord) and commercial tenants, this role ensures that all tenant activities, including fit-out, commissioning, decommissioning, and ongoing operations are delivered in full compliance with airport regulations, technical specifications, and safety requirements. With a strong emphasis on mechanical, electrical, and fire safety systems, the Landlord Representative is responsible for maintaining the integrity of airport infrastructure, minimising operational disruption, and supporting the delivery of a world-class passenger experience through well-managed commercial concessions.

Tenant Works Oversight (Watching Brief)

* Maintain an active on-site presence during tenant fit-out, refurbishment, and decommissioning works to ensure full compliance with Dublin Airport standards, policies, best practices, and all statutory obligations.
* Work closely with the infrastructure watching brief team on the commissioning, decommissioning of F&B and retail units.
* Review and sign off on proposed connections and disconnections of all services and utilities provided for by the Landlord.
* Monitor contractor behaviour, ensuring adherence to airside/landside access controls, security regulations, and safety protocols.

Technical Compliance Monitoring

* Continually monitor compliance with mechanical, electrical, and fire life safety requirements, ensuring all systems are installed, maintained, and operated as per Dublin Airport guidelines and building codes.
* Check that all works integrate with the airport's existing M&E and fire systems without causing interference or degradation to core services.
* Support Infrastructure and Fire Safety in identifying and resolving technical compliance issues, including unapproved modifications, overloaded circuits, blocked fire routes, or unsafe installations.
* Maintain a clear log of all observations and enforce rectification through formal tenant communication and follow-up inspections.

Stakeholder Coordination

* Serve as a key technical liaison between tenants and internal Dublin Airport stakeholders, including, Asset Management, Infrastructure, Ops Safety, Operations, and Commercial.
* Facilitate smooth communication across all parties to support optimum operations while protecting the airport’s operational integrity.
* Engage with external consultants, tenant project managers, and contractors to ensure airport requirements are fully understood and implemented.

Commissioning & Operational Readiness

* Oversee tenant commissioning activities on behalf of Dublin Airport (The Landlord) to ensure all systems especially life safety (fire alarm, suppression, emergency lighting), M&E (HVAC, lighting, power), drainage, and ventilation—are installed, tested, and functioning properly prior to occupation.
* Verify that all certifications, warranties, as-builts, O&M manuals, and statutory approvals are submitted and meet Dublin Airport’s requirements before handover.
* Coordinate with Infrastructure, Asset Managers, and Fire Safety teams to conduct joint inspections, witness testing, and final signoffs to validate operational readiness.
* Ensure tenants are briefed on ongoing maintenance obligations and performance expectations prior to opening.

Decommissioning & Make-Good Management

* Oversee the orderly and compliant decommissioning of tenancies at lease expiry or early termination, including removal of all tenant-installed services, equipment, and signage.
* Ensure proper disconnection and isolation of utilities (e.g., power, water, gas, fire alarms) in accordance with Dublin Airport’s procedures.
* Verify that the space is reinstated to base-build condition, free of damage, hazards, or residual contamination (e.g., grease buildup, waste, wiring).
* Coordinate inspections with Infrastructure, Asset Managers, and Fire Safety for formal sign-off before the unit is returned to the landlord’s control.

Day-to-Day Tenant Interface & Facilities Maintenance Oversight

* Act as the operational liaison for tenants, addressing queries and resolving issues related to infrastructure, access, services, and safety.
* Enforce tenant responsibilities for ongoing maintenance and operational compliance, ensuring all systems and equipment are in safe, functional condition.
* Conduct regular inspections or spot checks to verify maintenance of fire safety systems, electrical infrastructure, grease traps and drainage systems, and ventilation, HVAC, refrigeration, and water supply systems.
* Escalate maintenance deficiencies to tenant management and initiate enforcement actions if left unresolved.
* Support HSE, Fire Safety, and Asset Managers with coordinated inspections, audits, and remedial actions.

Safety and Regulatory Assurance

* Monitor tenant adherence to all health, safety, fire, and life safety requirements, including risk assessments, fire drill participation, and statutory servicing.
* Ensure tenants are maintaining compliance with national safety standards and airport-specific requirements.
* Investigate and document incidents, near-misses, or hazards within tenant premises, collaborating with relevant internal teams to manage follow-up actions.
* Provide guidance to tenants on corrective actions, emergency procedures, and ongoing responsibilities for safety-critical systems.

Documentation and Reporting

* Maintain detailed records of all tenant activities, including fit-out schedules, compliance tracking, inspection reports, meeting notes, and formal communications.
* Work in conjunction with Infrastructure watching brief team to ensure all documentation related to commissioning, maintenance, and decommissioning is retained in accordance with airport standards and audit requirements.
* Prepare regular status reports and briefings for senior management, highlighting key risks, issues, progress updates, and tenant performance metrics.
* Support post-project reviews and continuous improvement efforts by contributing lessons learned and recommendations for future works.
