Job SummaryThe Medical Council is seeking to recruit a People & Culture Business Partner at Senior Executive Officer (SEO) grade to support the delivery of effective, responsive people services.Job SummaryThe Medical Council is seeking to recruit a People & Culture Business Partner at Senior Executive Officer (SEO) grade to support the delivery of effective, responsive people services.This is a hands-on role with responsibility for end-to-end recruitment and business partnering, working as part of a small, collaborative team. You will support managers in managing their teams, take responsibility for onboarding, and contribute to key people initiatives.We are looking for someone organised, approachable, and grounded, with sound judgement and confidence working with stakeholders at all levels.How We WorkWe are a small, collaborative team with a can-do, solutions-focused approach. We work at pace, support each other, and focus on delivering to a high standard.We value:Being practical and responsiveTaking ownership and following throughWorking on your own initiative while knowing when to escalateSupporting managers with clear, straightforward adviceBeing flexible as priorities evolvePlease submit a CV and a short supporting statement (max 300-400 words) outlining your relevant experience and why this role appeals to you.Short Application Questions (please answer all questions clearly and concisely)Due to the expected volume of applications, only candidates who clearly demonstrate relevant experience in their application will be progressedKey ResponsibilitiesTalent Acquisition (approximately 50% of role)Manage end-to-end recruitment including advertising, sourcing, screening, interviews, referencing, offers, and contractsWork with hiring managers to define roles and agree effective approachesEnsure a positive and professional candidate experienceTrack recruitment activity and ensure compliance with policy and legislationBusiness PartneringAct as a key contact for assigned areasSupport managers with day-to-day people managementProvide practical guidance on people mattersSupport workforce planning and organisational prioritiesPromote consistent application of policiesEmployee Relations (support role)Support employee relations processes including performance management, performance improvement plans, dignity at work, and grievance and disciplinary processesAssist with documentation and case progressionInduction and OnboardingLead onboarding processes and coordinate induction programmesEnsure a consistent and positive experience for new startersSupport managers with effective onboardingReview and improve onboarding processesWellbeingSupport wellbeing initiatives and represent the function on the Wellbeing GroupHR Administration and SystemsMaintain employee records and HR systemsPrepare contracts and documentationRespond to HR queries and support reportingEssential CriteriaExperience supporting managers or stakeholders in managing people-related matters, with the ability to provide clear and practical guidanceStrong organisational skills and ability to manage competing prioritiesExcellent interpersonal and communication skillsSound judgement and professionalismConfidence to engage with stakeholders and facilitate meetingsAbility to work on own initiative and deliver to deadlinesA proactive, flexible, and solutions-focused approachProficient in Microsoft office.Desirable CriteriaExperience in end-to-end recruitmentExperience in the public sector or regulated environmentExperience with HR systems such as Occupop or StrandumExperience supporting employee relations processesExperience in an HR advisory or business partnering rolePersonal AttributesOrganised and dependableApproachable, authentic, and consistentEmotionally intelligentComfortable working with people at all levelsPractical and solutions-focusedWhy this roleThis is a varied role within a supportive team where you will have clear responsibility for key areas of work and contribute to how the organisation attracts and supports its people.Details of this AppointmentPosition Type: Permanent appointment - 6-month probation applies.Grade: Senior Executive Officer (SEO)Salary: Starting salary will be at €59,435 in line with the first point of the Senior Executive Officer pay scale.(If currently a serving civil or public servant, entry point may be higher based on existing salary.)Senior Executive Officer Pay Scale:€59,435 €61,173 €62,908 €64,640 €66,380 €68,111€69,849€72,3531 (LS1 - after 3 years at maximum)€75,7882 (LS2 - after 6 years at maximum)Annual Leave: 29 working days plus public holidaysHours: 35 hours per week, Monday-FridayLocation: Kingram House, Kingram Place, Dublin 2 (hybrid model: two on-site days per week)Pension: Public Sector Pension Scheme (transferable for serving civil/public servants)Rewards / BenefitsDedicated Wellbeing Group and Wellbeing InitiativesEmployee Assistance Programme and Wellbeing AppTraining and Professional Development opportunitiesPublic Service Sick Leave SchemeTaxSaver Travel Tickets and Bike to Work SchemeSubsidised flu vaccination programmePaid Exam and Study LeaveIncome Continuance SchemeCivil Service Credit Union MembershipApply by April 10th, 2026Expected Interview date mid - end of April
