Group Electrical Quality and Commissioning Manager
The Group Electrical Quality and Commissioning Manager is the organisation’s senior‑most authority for electrical safety governance, quality and commissioning operational assurance, and SAP competency standards. This role provides strategic leadership, technical oversight, and regulatory stewardship for all High Voltage (HV), Medium Voltage (MV) and Low Voltage (LV) Authorised Persons. You will define and govern the electrical safety management framework, lead a multi‑disciplinary Quality Team, Commissioning team, and the overall SAP organisation, and ensure that all operational activities across the electrical network are undertaken safely, competently, and in accordance with statutory and industry regulations. This role is critical in safeguarding the business from electrical risk, ensuring system reliability, and driving world‑class operational discipline.
Key Responsibilities
Electrical Safety Governance & Policy Leadership
Own the Electrical Safety Rules, SAP governance framework, and operational control standards across the organisation.
Own the Electrical Quality and Commissioning teams within the Group
Set strategic direction for Quality, Commissioning, isolation, switching, and safety documentation processes, ensuring full regulatory compliance.
Provide executive‑level technical advice on electrical safety risk, operational policy, and system resilience.
Lead the SAP Governance structure and act as the final escalation point for complex operational decisions, deviations, or incidents.
Operational Excellence & System Integrity
Oversee the safe planning and execution of all HV/MV/LV switching, energisation, and isolation activities across the network.
Oversee all Quality and Commissiong works within the group
Provide senior approval for high‑risk operational activities, major commissioning events, and system energisations.
Lead investigations into significant electrical safety or system incidents, ensuring root‑cause analysis and organisational learning.
Drive continuous improvement, championing innovation, digitalisation, and enhanced process control across operational activities.
Leadership of the QA,Cx,SAP Organisation
Lead, develop, and manage the entire QA,Cx and SAP community, including QA, Cx, SAPs, APs, CPs, Testing Teams, and Control Engineers.
Define and maintain the competency and appointment framework for all QA, Cx, SAP‑related roles.
Provide coaching and direction to Authorising Engineers, ensuring consistent standards and performance.
Create a culture of accountability, professionalism, and operational discipline across all engineering teams.
Stakeholder & Cross‑Functional Leadership
Influence and collaborate with senior leaders across Operations, Engineering, HSE, Projects, and Capital Delivery.
Represent the organisation during external audits, industry forums, and regulatory engagements.
Ensure alignment between project delivery, maintenance operations, and network control functions to protect system integrity.
Assurance, Compliance & Risk Management
Lead the quality and commissioning assurance programme for electrical safety, including audits, competency reviews, and system performance assessments.
Own and report key performance indicators relating to electrical safety, system availability, and SAP compliance.
Ensure all QA, Cx and SAP activities meet industry standards, company policies, and legal requirements.
Provide executive visibility of operational risks and drive mitigations that protect people, assets, and service continuity.
Required Experience & Qualifications
Extensive senior‑level experience managing HV/MV/ LV networks in a safety‑critical environment.
Prior appointment as a Senior Authorised Person (SAP) with deep technical credibility.
Proven leadership of multi‑disciplinary engineering teams and safety‑critical operations.
Expert knowledge of electrical safety legislation, operational control systems, and safety documentation frameworks.
Demonstrable experience in setting governance frameworks, policies, or competency standards.
Recognised electrical engineering qualifications or equivalent industry background.
Excellent stakeholder, communication, and decision‑making skills with the ability to influence at executive level.
