Procurement Officer
to join their team
.
This position is
flexible on location (hybrid working will apply)
with the requirement to attend meetings when required.

The successful candidate will be employed as an agency employee working
35 hours per week
. This is also a
temporary contract, initially for 12 months
with the possibility of it being extended.

The salary on offer for this position is
€59,419
,
this works out as
€32.54 per hour.
You will also accrue
30 days annual leave
per annum
and be
paid bank holidays.

The ideal candidate will have experience participating in public sector tender competitions (ICT-related or otherwise), including activities such as preparing tender documents, evaluating responses, and supporting contract awards.

Purpose of the role:

Our client has a requirement to partner with service providers who will provide experienced resources to lead-out, coordinate, oversee, drive, manage, support and direct the Strategic Sourcing and Contracting Digital Health & Innovation category within the Procurement Division for several urgent, specific procurement projects which are of strategic importance to the organisation. The resources will be responsible for leading-out, co-ordinating, overseeing, driving, managing, directing and delivering the projects within the timescales and budgets.

The proposed resources will have the requisite experience and expertise with demonstrated knowledge across a range of areas to help deliver the proposed ICT, primarily software, and hardware procurements

Principal duties and responsibilities:

* Manage tender competitions in their entirety, e.g. lead-out, coordinate, oversee, manage, drive and direct from assignment to Contract Award Notice including contract signing in accordance with best practice, having regard to Government circulars on public procurement, national regulations and EU Directives relating to public procurement.

* Inform Procurement Evaluation teams of best practice in the application of public procurement competitions in accordance with government circulars on public procurement, Irish national regulations and EU Directives relating to public procurement.

* Assist in developing the Business Case and Procurement Strategy where relevant:

* Business Case Development for Procurement Projects.

* Procurement Strategy Support.
* Stakeholder Engagement.
* Development of Procurement Strategies.

* Lead & manage project management of the tasks in relation to the procurement process including:

* Work in partnership on end-to-end management of complex and EU Level procurement projects.

* Manage tender processes – facilitate, manage and direct the tender process from initiation to contract award including contract signing.
* Publish tender documents on eTenders.
* Manage receipt, preparation and response to clarifications in a timely manner.
* Liaise with relevant project teams on the development of specifications
* Overall administration of procurement processes
* Co-ordination of tender evaluation meetings and supplier selection.
* Responsible for drafting and issuance of correspondence/feedback to successful/unsuccessful tenderers on the eTenders system.
* Responsible for responding to Tenderer's request for feedback/challenges including assisting Legal and/or external partners.

* Assist and provide information to procurement teams on best practice regarding contract implementation, including but not limited to, guidance on sustainability, cost models, Service Level Agreements with suppliers, setting and agreeing milestone plans and key deliverables including conducting regular reviews against these indicators to ensure good performance of the contract.

* If required, liaise with external and internal auditors and relevant third-party consultants.

* Provide lessons learnt report from Tender Process for each project completed.

* Provide Bi-monthly reports on the progress of the individual tender competitions and reporting on agreed metrics as required.

* Attend any remote and face-to-face meetings as required at any stage of the process, e.g. scoping of tender documents, evaluation meetings. Majority of meetings will be held online.

* Preparation and delivery of procurement presentations, e.g. to Procurement Evaluation Group (PEG) and Subject Matter Experts (SMEs)

* Manage, coordinate and record the workflow of the preparation of the procurement documents including:

Manage the preparation of tender documentation – sample documents shall include:

1. Prior Information Notices, eTenders Notices & OJEU Notices, Contract Award Notices;
2. Prequalification Questionnaires.
3. Development of Specification documents.
4. Invitations to Tender; pending procurement procedure used Open Procedures including Frameworks and Dynamic Purchasing systems, in addition to Restricted Procedures.
5. Tender Response Documents.
6. Notification of Outcome and Award Letters.

Manage the preparation of drafting of Procurement Reports including:

1. Tender Approval Request (TAR).
2. Contract Approval Request (CAR) (evaluation reports/ Article 84(1) Procurement Process Report).
3. Where relevant Process Auditor Reports and other relevant reports.
4. Where relevant drafting of Reports to Management and provision of presentation material for governance meetings.

Other requirements specific to the post:

* Display leadership, high level of communication and interpersonal skills including liaising with multiple stakeholders, including Senior Management
* Proficiency in the use of Microsoft suite of products
* Excellent ICT, presentation and report writing skills.
* Demonstrate experience of working collaboratively with stakeholders and partners to ensure that the impact of projects is maximised.
* Demonstrate ability to implement and manage change and business process re-organisation skills.
* Display a commitment to achieving quality results including experience in evaluating the provision of services.
* Demonstrate good problem solving, analytical and decision-making skills.
* Self-starter with a demonstrable willingness to take on responsibility

*This position may be subject to Garda Vetting and Foreign Police Clearance, if applicable you will be required to obtain these prior to commencing in this role*
