Job Summary
The Head of Surgical Operations is a senior executive role within Beaumont Hospital, reporting to the COO. The post holder will provide strategic leadership and operational oversight of scheduled and unscheduled surgery across multiple directorates: Surgery, Transplant Urology & Nephrology, Critical Care & Anesthetics, NeuroCent and the Scheduled Care Team. The role is pivotal in growing the surgical capacity and profile of Beaumont Hospital, driving efficiency, productivity, and innovation in care delivery. The post holder will adopt a data-driven approach to capacity mapping and planning, maximise utilisation of existing resources, and ensure compliance with Sláintecare targets. They will also develop strong partnerships with external stakeholders including HSE Acute Hospitals, NTPF, and regional health networks.
Responsibilities
Strategic Leadership & Service Development
* Lead strategic planning for scheduled and unscheduled surgical care across Beaumont, St Joseph's Hospital and the wider Dublin North East (DNE) Region
* Support Beaumont Hospital's strategic role as a centre for complex surgical care by strengthening capacity, capability and operational oversight across scheduled and unscheduled surgical services
* Grow the scheduled and unscheduled surgical capacity and profile of Beaumont Hospital through service expansion and innovation.
* Adopt a cross-departmental approach to service planning and delivery, working in partnership with bed management, radiology, laboratory services and other corporate and clinical functions to
optimise patient flow, access and surgical throughput
* Drive efficiency and productivity initiatives across all relevant directorates.
* Oversee major service redesign projects to support six-day and extended-hour service delivery.
* Operational Oversight of theatre utilization and scheduling activity.
* Support the strategic development, operational integration and governance of robotic surgery services,
working with clinical leadership to ensure safe implementation, appropriate capacity planning, workforce readiness and alignment with national robotic surgery governance standards.
Management Leadership & Workforce Development
* Provide leadership and guidance to senior staff and Business Managers.
* Work in partnership with clinical leadership to support effective surgical workforce planning,
ensuring services are sustainable, resilient and aligned with current and future demand.
* Ensure workforce planning aligns with service demands and strategic objectives.
* Act as direct line manager for Business Managers within the surgical directorates.
* Promote a culture of continuous improvement and staff engagement.
* Actively foster a culture of continuous learning and professional development, ensuring that
talent is identified, developed and supported to strengthen succession planning and staff retention
Capacity Planning & Data Analytics
* Implement a data-driven approach to capacity mapping and planning.
* Analyse scheduled and unscheduled surgical activity, waiting lists, and resource utilisation to inform
decision-making.
* Develop predictive models to support demand forecasting and performance improvement.
* Support the planning and development of existing and future surgical infrastructure.
* Actively contribute to the management of patient flow and inpatient capacity across the hospital,
supporting continued access to care during periods of high demand and escalation
External Partnerships & Stakeholder Engagement
* Build and maintain strong relationships with HSE Acute Hospitals, Capital and Estates, NTPF
and regional partners.
* Negotiate and manage agreements to optimise patient access and throughput.
* Represent Beaumont Hospital in regional and national forums on scheduled and unscheduled surgical care.
Performance & Compliance
* Deliver on Sláintecare targets for scheduled care and elective access.
* Monitor and report performance against national waiting list targets.
* Ensure compliance with hospital policies, HIQA standards, and national regulations.
Financial & Resource Management
* Oversee budget management for surgical and scheduled care services.
* Identify opportunities for efficiency savings and income generation.
* Monitor KPIs aligned with hospital and national objectives.
Qualifications
Essential:
* Educated to degree level.
* Minimum of 7 years senior management experience in an acute hospital environment
* Proven track record in strategic planning, operational management, and service development.
* Experience managing large multidisciplinary teams.
* Strong financial and performance management skills.
Desirable:
* Clinical experience
* Master's degree in healthcare management or related field.
* Experience in scheduled care transformation projects.
* Executive/Senior Management on-call experience.

Additional Information
The successful candidate will participate in the senior management on-call roster for the hospital and deputise for the COO as required.
