Dublin Fire Brigade provides the fully integrated Fire, Emergency Ambulance and Rescue Service for the four Dublin Local Authorities: Dublin City, South Dublin, Fingal and Dún Laoghaire/ Rathdown County Councils. To facilitate the provision of this service they employ approximately 1,000 personnel working in 6 districts with 12 full-time stations, 2 retained (part-time) stations, Training Centre, East Region Communications Centre, Fire Prevention, Administration and Workshops with a fleet of 115+ vehicles.
Dublin Fire Brigade provides a response to a diverse range of emergencies along with fighting fires and responding to Emergency Ambulance incidents. It also responds to incidents involving Water Rescue, High Line Rescue, Road Traffic Collisions, Flooding, Chemical Incidents and Marine Emergency Response.
About the Role:
Reporting to an Assistant Chief Fire Officer, Chief Fire Officer, or such designated persons as may be assigned from time to time, the Senior Executive Fire Prevention Officer will work as part of a team within the Fire Prevention Section. The Senior Executive Fire Prevention Officer is a senior management position within the Fire Prevention Section which involves the management of staff. They will also be required at times to work independently on their own initiative as circumstances demand.
The role of the Senior Executive Fire Prevention Officer in the delivery and management of Fire Prevention Services of Dublin Fire Brigade is critical in meeting the demands and expectations of the brigade and the wider community that the brigade serves.
The Senior Executive Fire Prevention Officer has responsibility for the management, administration and planning of the Fire Prevention Section of Dublin Fire Brigade. The Senior Executive Fire Prevention Officer will also have management responsibility for areas as delegated by the Chief Fire Officer, including administer and implement Fire Safety legislation, fire safety management practice, ensuring adequate fire safety in buildings and other structures, staff management, training, public relations and quality assurance.
The Senior Executive Fire Prevention officer will be required to contribute to all areas of brigade development and research.
About You:
The ideal candidate shall have the following Skills and Experience:
• Possess a high level of technical expertise in the areas of building design and construction, fire resistance of buildings or structures, technological or industrial processes, and fire safety management;
• demonstrate the necessary vision, leadership and experience to lead staff in the delivery of services and the management skills necessary to optimise the contribution to the achievement of organisational goals and objectives;
• be innovative and have a career record that demonstrates a high level of competence in the management of staff, customer orientation, conceptual and analytical thinking and initiative;
• have an ability to work within and lead, multi-disciplined teams and demonstrate a strong track record and relevant management ethos and experience at a sufficiently high level;
• have a strong, outward looking perspective and a track record of successful inter-agency collaboration and co-ordination;
• have a good working knowledge or demonstrate an ability to acquire a good working knowledge of the legal, regulatory and governance framework within which the City Council operates and adhere to corporate policies, protocols and procedures;
• have the ability to manage financial resources within a budgetary control framework;
• have a satisfactory knowledge of public administration in Ireland and experience of administration at a high level;
• have excellent interpersonal and communication skills;
• possess excellent organisational and IT skills;
• have a good working knowledge of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace in accordance with the City Council’s approach to managing safety in the workplace;
• have an understanding of the role and duties of line managers and an ability to work through the structure to achieve management objectives in the workplace.
• possess a current unendorsed full driving licence (Category A1, A and/or B) as they may be required to drive in the course of their duties.
