The Health, Safety & Wellbeing Unit (HSWU) works to create a safe and healthy work environment, ensure compliance with health and safety legislation, promote best practice, and involve employees in occupational safety and health.
The successful applicant will join a team of qualified Health and Safety professionals and will be assigned across Departments to embed SHW systems and practices and coordinate with Departmental Senior Managers in implementing the Council’s Safety Management System.
About the Role
The Senior Executive Health and Safety Officer duties include, but are not limited to:
* Developing and implementing corporate safety, health and welfare management frameworks and systems (including staff wellbeing) aligned with international best standards (ISO 45001).
* Overseeing, monitoring and coordinating SHW programmes within the assigned department/function and coordinating with other Departments for a unified approach.
* Ensuring regular site/workplace inspections in line with the Council’s policy; arranging independent inspections when required and making recommendations to improve SHW standards.
* Investigating and reporting on incidents involving Council activities in line with standard operating procedures.
* Assisting management in drafting SHW policy documents, service plans and budgets.
* Implementing and evaluating SHW best practices across the organisation and contributing to training for employees in Safety, Health and Welfare.
* Being available outside normal hours in emergency situations to address SHW matters for City Council employees (without additional monetary compensation).
* Reviewing Departmental Safety Statements to address identified risks and ensuring proper maintenance of accident records within the Corporate Health and Safety Office.
* Ensuring compliance with notifiable accidents, dangerous occurrences and industrial diseases reporting to relevant authorities in a timely manner.
* Managing immunisation and health screening programmes and coordinating Occupational Health Surveillance initiatives as required.
* Representing the Council in statutory fora or institutions dealing with Health and Safety matters and supervising assigned staff.
About You — Qualifications and Experience
Each candidate must, on the latest date for receipt of completed application forms, meet the following requirements:
1. Education: An honours degree (Level 8 NFQ) in Health and Safety, or Engineering, Architecture and/or Science, with a diploma in Health and Safety.
2. Knowledge: Knowledge of effective communications with regulatory authorities, fire risk management, hazard control, health and safety legislation and their implications for the workplace, local government and construction industry, and the legal process related to SHW.
3. Experience: At least 3 years of satisfactory relevant experience including: managing audits, planning preventive and remedial safety methods, working with committees, preparing and revising Health and Safety statements/strategies, staff supervision and administration, maintaining accurate records and reports, reviewing work methods to identify hazards, supporting line managers with risk assessments and safety documentation, and operating a safety management system.
4. Other: Possess a full, clean driving licence.
