Role Overview
An experienced Health & Safety Manager is required to lead and manage all health, safety, and environmental activities on a large residential apartment development with over 100 personnel on site.
This is a senior site-based role within a developer-led, self-build environment, where safety leadership, compliance, and proactive risk management are critical.
You will be responsible for driving a strong safety culture, ensuring full regulatory compliance, and supporting site teams in delivering the project safely and efficiently.
Key Responsibilities
Health & Safety Leadership
Take full ownership of health & safety management on a high-density residential apartment site.
Lead and promote a proactive safety culture across all site personnel and subcontractors.
Act as the senior H&S authority on site, supporting site management and construction leadership teams.
Compliance & Regulatory Management
Ensure full compliance with Irish health & safety legislation, site safety plans, and developer standards.
Manage and maintain the Safety Statement, Construction Stage Safety Plan, and risk assessments.
Liaise with the Project Supervisor Construction Stage (PSCS) and external auditors.
Prepare for and manage HSA inspections and audits.
Site Inspections & Monitoring
Carry out daily and weekly safety inspections, audits, and compliance checks.
Identify unsafe practices and implement corrective actions immediately.
Monitor high-risk activities including lifting operations, working at height, plant, and temporary works.
Training & Engagement
Deliver site inductions, toolbox talks, and safety briefings.
Ensure all site operatives are trained, certified, and competent for their roles.
Promote behavioural safety initiatives and continuous improvement in safety performance.
Investigate accidents, incidents, near misses, and unsafe conditions.
Produce detailed reports and lead corrective and preventative actions.
Track safety KPIs and report performance to senior management.
Subcontractor Management
Review and approve subcontractor RAMS and safety documentation.
Monitor subcontractor compliance and performance on site.
Enforce standards consistently across all trades.
Environmental & Welfare Management
Monitor environmental compliance, waste management, and housekeeping standards.
Ensure welfare facilities are adequate for site population and maintained to high standards.
Ideal Candidate Profile
Experience
5+ years' experience in a site-based Health & Safety role within construction.
Strong experience working on large residential apartment or high-density projects.
Comfortable managing safety on sites with 100+ workers and multiple subcontractors.
Experience in developer or self-build environments is highly desirable.
Qualifications
NEBOSH Construction Certificate or equivalent (required).
IOSH / CMIOSH status advantageous.
Safe Pass, Manual Handling, and other site safety certifications.
Skills & Attributes
Strong presence on site with the confidence to challenge unsafe behaviour.
Excellent communication and engagement skills.
Highly organised, proactive, and detail-oriented.
Ability to work collaboratively with site teams while maintaining independence.
Calm under pressure and capable of managing complex site environments.
