Senior Electrical Owners Engineer (Engineering Design Services / Construction Transmission Projects (Substation, HV cable and Overhead Line Design))
Reporting to: Client Engineering Manager
Location: Dublin/ Cork: Hybrid (candidates can be located around Ireland, with pay expenses for travel)
Type: Permanent Or Contractor (Initial Contract Duration: 12+ months)
Job Description
This role sits within the Engineering & Asset Management team and is responsible for delivering the Senior Electrical Owners Engineers function across Transmission Projects.
The successful candidate will ensure that projects are developed in line with client’s statutory obligations, standards and policies. The Client Engineering Function includes Design Reviews, Site Inspections, and Pre-Commissioning and Commissioning Inspections for acceptance on both contestable and non-contestable Transmission Projects, ensuring compliance with functional specifications and standards.
A key aspect of the role is the preparation and issue of functional and Technical Specifications to customers connecting to the Transmission System, together with ongoing engagement to resolve technical queries.
This is essential to ensure that all connections meet Ireland’s Electricity Transmission System Operator (TSO) specifications, operational requirements, and relevant national and international standards. These customer connections are strategically important to Ireland’s Renewable Energy ambitions and to supporting sustainable economic growth.
The successful candidate will also perform the Senior Electrical Owners Engineers role for Transmission Reinforcement and network expansion projects delivered by Ireland’s Electricity Transmission System Operator (TSO) and Distribution System/Networks Operator (DNO)
The ideal candidate will bring strong expertise in Substation, HV cable and Overhead Line Design, together with the ability to assess Project Designs, Construction Activities and Commissioning Phases for compliance with standards and requirements for High Voltage Alternating Current projects.
The role also requires the effective management of technical queries throughout project delivery, ensuring they are addressed promptly and in accordance with Ireland’s Electricity Transmission System Operator (TSO) standards and policies.
A key part of the position is the application of sound technical judgement and problem-solving capability to ensure that appropriate technical standards are consistently achieved across projects.
Key Responsibilities

Ensure that technical queries raised during projects are managed in accordance with Ireland’s Electricity Transmission System Operator (TSO) standards and policies and are resolved efficiently.
Ensure that projects are delivered in a manner that meets Ireland’s Electricity Transmission System Operator (TSO) requirements.
Review and assess submitted detailed designs against Ireland’s Electricity Transmission System Operator (TSO) functional requirements, standard designs, and relevant national and international standards.
Undertake on-site inspection and monitoring of Construction Progress to ensure compliance with company standards, approved Detailed Designs, and relevant national and international standards.
Undertake On-Site Inspection and monitoring of Pre-Commissioning activities to ensure compliance with company standards and relevant national and international standards.
Verify that all Transmission System requirements have been satisfied to enable Commissioning tests to proceed.
Ensure that developments are commissioned by the TAO in compliance with their requirements through the following activities:
Prepare and issue Commissioning Instructions.
Monitor and audit Commissioning activities against Commissioning Instructions and relevant national and international standards.
Lead Engagement with customer and Stakeholder Technical Consultants, as required, to resolve issues arising at different stages of the project.
Coordinate with peers to support business priorities, manage emerging issues, provide technical guidance, and act as an escalation point for the Client Engineering Manager.
Manage project interactions with Client Engineering Vendors, Customers, and internal Stakeholders.
Provide technical direction and support across the organisation on assigned projects, including guidance to team members and junior staff, and act as a team representative when required.
Ensure completion of Stage Gate Reviews for all customer projects to confirm compliance with functional specifications, and capture and share lessons learned following project energisation.
Contribute to reviews and support the introduction of new tools and technologies, as well as the development and implementation of procedures required for the effective delivery of Transmission Projects.
Lead engagement and coordination with Distribution System/Networks Operator (DNO), including meetings, reporting, relationship management, and general communications relevant to the client engineering role.
Represent in Factory Acceptance Test for HV equipment part of his projects scope as required.
Support and contribute to project reviews, assessments, and audits conducted by internal and external parties, as required.
Prepare and present reports and project approval papers for the Executive, the Grid Infrastructure Projects Committee, and the Board, as required, within strict deadlines.
Prepare relay settings request and Energisation Instruction request for the assigned projects. This request is sent operation to produce these documents.

Knowledge, Skills and Experience

Degree in Electrical or Electronic Engineering, with a minimum of 6–8 years’ experience in the delivery of HVAC transmission assets.
Demonstrated expertise in Transmission Substation Design, including experience assessing Onshore Substation Designs for compliance with standards at 110/220/400 kV.
Excellent communication skills, with a strong emphasis on high-quality report writing and the ability to communicate technical issues clearly and effectively.
Experience working with and implementing CENELEC standards relevant to Substation Design, Overhead Lines, and Power Cable Systems.
Experience ensuring that TAO, Generator, Demand and IPP customers are provided with the required functional and Technical Standards.
Experience in carrying out on-site inspection and monitoring of Construction and Commissioning activities to ensure compliance and readiness for Connection to the Transmission System.
Experience in preparing and issuing Transmission Design Drawings, including Single Line Diagrams, Substation Layout Drawings, Protection Schematics, and interlocking documents.
Proven ability to track and monitor key tasks, take ownership of deliverables, and lead and influence others towards a common vision while working collaboratively across teams.
A proactive and engaging approach, with the drive and enthusiasm to contribute to delivery of the company strategy.
Strong understanding of stakeholder and industry requirements relating to the Transmission System and associated developments.
Ability to coach and mentor colleagues to support the delivery of a high-quality client engineering service.
Proven ability to provide technical input to Project Managers, while tracking key tasks and taking ownership of technical deliverables.
Excellent interpersonal, analytical and problem-solving skills.
Strong commercial awareness, combined with effective Vendor Management Capability.
Experience Managing Consultancy Engineering Vendors to ensure effective and efficient Delivery Of Engineering Services, including design review and site monitoring.
Full driving licence.
