Position Title: Caseworker, Assistance with the Administration of Applications for Temporary Protection (AAATP)

Context:
Under the overall supervision of the Chief of Mission (CoM) in Ireland, under the guidance of the Immigration and Border Governance (IBG) Program Manager, and under the direct supervision of the Senior Project Assistant and, in collaboration with relevant units at Headquarters and the Administrative Centers, the successful candidate will be responsible and accountable for providing assistance with the administration of applications for Temporary Protection (TP) for Ukrainian Nationals and Third Country Nationals (TCNs) fleeing Ukraine and arriving in Ireland, according to the duty station assigned.
Core Functions / Responsibilities:
* Info provision on Temporary Protection Directive (TPD), according to the Council Implementing Decision (EU) 2022/382 of, based on Directive 2001/55/EC) to TP applicants in the Registration Centres and Air and Sea Border Crossing Points (BCPs) in Ireland.
* Collection, verification and support in the examination and translation of the documentation and certificates held by Ukrainian nationals/TCNs applying for TPD in Ireland - from Ukrainian/Russian to English-, in full compliance with the IOM Data Protection Principles.
* Assist in the identification of indicators of possible vulnerable cases during interviews to Ukrainian nationals/TCNs and referral to DOJHAM as necessary.
* Support to minority groups applying for TPD and referral, when necessary, to competent NGOs and Civil Society organizations, in agreement with DOJHAM and IOM supervisors.
* Assist and guide beneficiaries in the completion of different application and registration forms requested by the Department of Justice, Home Affairs and Migration (DOJHAM) and other relevant Government Departments, according to the local Registration Centre's set up and or Points of Entry (PoEs).
* Support DOJHAM in the data management of the records collected from the beneficiaries, by using internal Governmental platforms.
* Assist with the organization and/or scheduling of appointments, entering data into databases, updating schedules, issuing notifications.
* Draft statistics and/or reports (daily, weekly and monthly) of the work performed to be submitted to the IOM supervisors.
* Provide informal translation and interpretation services to beneficiaries, DOJHAM and relevant stakeholders, as needed.
* Maintain positive working relationships with DOJHAM and other stakeholders involved at local level.
* Adhere to existing rules and steps to mitigate fraud and malfeasance, and to monitor the integrity of records containing individual data.
* Provide logistical support for the swift project implementation, as needed, according to the local set up.
* Monitor and maintain the confidentiality and integrity of all biographical and other sensitive information collected through interviews and fingerprints collection.
* At BCPs, assist transport and logistical coordination for Ukrainian and other possible International Protection applicants' arrivals from airside and seaside to landsite.
* Be available to support other duty stations, according to the Donor's needs.
* Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education:
* High school diploma with four years of relevant experience; or
* Bachelor's degree in Social Studies, Political Science, International Relations, Psychology or related fields with two years of relevant professional experience
Experience:
* Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
* Experience working in a multi-cultural setting;
* Experience in asylum seekers and refugees' support; Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills:
* Intercultural competence and communication skills.
* Capacity to prevent and mitigate conflicts and bridge gaps due to language misunderstandings, in an objective and impartial manner, between the beneficiaries and the authorities.
* Good administrative, reporting, and organizational skills.
* Good command of MS Office package, with proven experience in Word and Excel.
* Driving license B advantageous.
Languages:
* For this position, fluency in English, Ukrainian and/or Russian is required (oral and written).
