About the Employer

The Office of Public Works (OPW) is a key service provider to the Government managing the Government's estate portfolio, maintaining and presenting Ireland's built heritage and managing Ireland's flood risk.
Some of the most recognisable properties in the country are held by the OPW, having one of the largest and most diverse property portfolios, ranging from important buildings such as Dublin Castle to Garda stations and Government offices. A focus of the OPW is to get value for money while providing accommodation that meets the operational needs of Government managing over 2,500 buildings spread over 1,700 properties throughout the country.
The Government's Public Service Reform Plan sets out commitments relating to Property Asset Management to drive public service-wide efficiency and ensure that value for money is achieved in the management of the State's property portfolio.
About the Role:
Reporting to the Head of Portfolio Planning, the Portfolio Planner will work as part of a multi-disciplinary team. Key objectives of the role include:
• Evaluating and quantifying the property needs of Government Departments and Agencies (offices, public facilities, storage etc), in line with their blended working requirements, and the existing accommodation portfolio.
• Developing an understanding of the specific demands of the civil service, and the overall public sector more generally, in terms of property requirements and overarching policy objectives relating to the accommodation portfolio.
• Working closely and collaboratively with colleagues across different sections of the OPW to assist in the development of data driven plans for portfolio consolidation, rationalisation, modernisation or sharing of buildings and facilities in line with the Estate Management Strategy.
• Participating in programme and project planning and delivery for any rationalisation or similar projects.
About You:
Candidates must, on or before 22nd January 2026 have:
1. Proven experience (minimum of 7 years) in property asset management, including experience in property portfolio management practices and procedures;
2. Experience of the commercial (office) property market in Ireland;
3. A working knowledge of property law in Ireland and a good understanding of Building Regulations, and Planning legislation;
4. Good knowledge of general developments affecting the property profession with a broad knowledge of the construction industry, contractors, specialists, stakeholders etc;
5. A track record of successfully delivering property related projects and achieving key objectives/results;
6. Experience of gathering property related data, including occupancy and utilisation metrics, and interpreting it to support evidence based decision making at a portfolio level;
7. Experience of developing and reviewing business cases, including the development of financial and economic analysis, for project delivery;
8. The ability to analyse data and issues and apply knowledge and experience to devise creative, practical, and cost-effective solutions;
9. Excellent interpersonal skills with the capacity to operate effectively and credibly at all levels including senior levels with a demonstrated ability to engage, influence and persuade stakeholders towards viable solutions while delivering on organisational goals;
10. The ability to work under pressure, in a complex environment and to tight deadlines;
11. The ability to lead a multidisciplinary team;
12. Excellent communication skills both verbal and written with the ability to present complex information in a clear and concise manner to a diverse audience;
13. Good Information Technology skills including knowledge and experience of using databases and electronic Estate Management and/or other property based electronic systems;
14. A commitment to Continuous Professional Development (CPD) including keeping updated and fully informed on developments in areas relevant to the role;
15. A current full driving licence (Category B), valid in Ireland and have access to a car
