The ProjectThe project is a generational initiative providing Dublin & Ireland with a world-class Metro system to support the fast-growing population. It comprises an 18.8 km fully autonomous Metro system with 16 stations, significant tunneling, and major structures. The project will integrate existing transportation systems including Dublin Airport, Irish Rail and LUAS. The roleholder will be part of the HSSEQ team within the HSSEQ Directorate, reporting to the project Quality Lead. The successful candidate must lead by example and serve as a role model, ensuring the highest standards are adopted across the project. The Quality Lead advises on overall compliance with ISO 9001, project policies, and statutory provisions, delivering a world-class Quality Management System for all project activities.

Responsibilities
Lead the Quality team within the Safety function of the project directorate and set and implement Quality policies and strategies.
Own the development, management and maintenance of a Quality Management System aligned with ISO 9001, ensuring processes meet standard requirements and operate effectively.
Provide expert technical advice on quality management, assurance, and due diligence to ensure compliance with statutory, legal, and contractual requirements.
Implement an integrated Quality audit programme with active reporting of findings and corrective actions.
Direct internal audits and ensure quality information is communicated across the project in collaboration with the Communications team.
Line manage Quality resources and develop a career framework for the team.
Encourage learning, forensic analysis of quality failures, and the implementation of corrective and preventative measures.
Ensure quality requirements are built into contracts with Supply Chain and that appropriate tools provide consistent quality reporting metrics for trend analysis.
Oversee the delivery of quality standards and compliance across all project activities and ensure a holistic approach to quality including culture and wellbeing.
Develop and implement an integrated quality reporting framework from Supply Chain through projects to the Metrolink Directorate.
Requirements / You’ll Need To Have
15+ years’ experience leading and embedding quality management systems, with at least 10 years’ experience managing project quality across lifecycle in high-value metro rail or similar projects.
Effective knowledge of integrated management systems, auditing, risk management, mitigation, and change management in operational environments.
Digital literacy and knowledge of ISO standards (ISO 9001, plus ISO 14001, 45001, 44001, 27001 as relevant).
Knowledge of the construction and consultancy industry; experience in regulated and unionised environments; lead auditor qualification.
Excellent written and verbal communication; strong organisational, stakeholder management and negotiation skills; leadership and people management abilities.
Educational background: Degree level (or HNC equivalent); Chartered status or Master’s level in related field is desirable.
You’ll Also Have
Degree in Construction or Quality Management related field; professional body membership (e.g., CQI, CIOB); lead auditor qualification.
Budget management experience and gravitas with a presence to influence at senior levels.
Experience delivering quality assurance in large, complex engineering capital delivery programmes, including metro rail.
Knowledge of contract documents, forms of contract, and quality strategy development with programme-wide indicators.
Chartered professional status or equivalent; experience in developing and maintaining ISO9001-based quality management systems.
