The Role:
The Revenue and Financial Operations function is responsible for the effective and successful delivery of all Revenue, Business Performance & Project Reporting activities along with the delivery of all Reporting and Accounting processes and activities. The function is a strategic advisor and a lead interface between the CFO, the Uisce Éireann business areas and the finance teams, managing, shaping and supporting a consistent finance service provision.
The Finance Operations area for Uisce Eireann ensures effective financial management for the organisation and provides the expertise, services and information to support the business in achieving its required business outcomes, including supporting the financial and information requirements of Uisce Eireann. The team acts as a strategic advisor to the Uisce Eireann revenue areas. Additionally, the team is responsible for the effective and successful delivery of all Business Performance & Project Reporting activities and the delivery of all Reporting and Accounting processes and activities.
Reporting to the Reporting and Accounting Lead, the Reporting and Accounting Analyst is responsible for assisting with the preparation of schedules for the year end audited financial statements and stand-alone regulatory reports. The role holder also supports the Reporting and Accounting team with financial statement preparation, accounting transactions and the provision of financial data analysis.
Main Duties and Responsibilities:
* Responsible for maintaining the financial accounting and reporting process documentation and work with the senior lead to streamline and standardise these processes
* Assist in the delivery of all financial reports in a streamlined, timely and efficient manner in accordance with the agreed financial calendar
* Support the delivery of the annual statutory financial statements and the Regulatory Financial Statements for Uisce Éireann
* Support the Lead in the preparation of financial reports that meet the needs of stakeholders including Cost Centre Reporting to managers
* Provide support for commercial contracts and billing as required
* Ensure timely responses for all Departmental queries, FOI queries, NewEra queries and other ad hoc requests from external stakeholders
* Preparation and submission of quarterly CSO returns on a timely basis.
* Work to ensure that period end close activities are performed according to agreed close schedules
* Prepare manual journals for uploading (accruals etc.), review the journal uploads prior to posting, monitor automated journal uploads and correct errors in automated journals. Collaborate with Business Partnering teams to ensure that costs are recorded in a timely manner.
* Address and challenges / issues in journals
* Review preliminary financial results, identifying adjustments where required and escalating said adjustments to the senior lead
* Prepare detailed analysis including analysis required under the code of practice for the governance of state bodies at the request of the senior lead
* Maintain reporting templates and perform reconciliations in line with period close, such as balance sheet reconciliations within the approved timelines
* Encourage and support the team in the completion of process improvement initiatives to meet business goals
* Work with the business to ensure the accuracy of inputs to the general ledger
* Ensure that costs are recorded accurately
* Collaborate with business stakeholders, participate in relevant meetings, and develop good working relationships with Reporting and Accounting customers
* Ensure that any new IFRS standards are implemented
* Monitor, assess and interpret technical accounting developments in conjunction with the Finance team that may have potential impacts on the business
* Ensure adherence to Uisce Éireann accounting policies
* Support the completion of month end reports in compliance with the policies and procedures and identify process improvements if required
* Apply a best practice control environment
* Keep up to date with accounting policy changes
* Acts as a key contact with the internal/external auditors by providing necessary information as required
* Supporting Uisce Éireann commercial contract procurement processes through performing detailed financial review / assessment of Pre-Qualification Questionnaires (PQQ’S) as part of tender process.
* Supporting the wider team (Finance Business Partners and the Business) in the annual budgeting and quarterly forecasting process.
* Deliver actionable insights and specific recommendations on how to improve finance processes
* Escalate issues to the Reporting & Accounting Lead as appropriate
* Ensure all deliverables are implemented in accordance with the KPI’s in the SLA
General Duties and Responsibilities:
* Collaborate with key internal stakeholders across the UÉ business
* Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
* Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
* Other duties as required.
Knowledge, Skills and Experience:
* A recognised accounting qualification (ACA; ACMA; ACCA) or equivalent
* A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and or relevant experience
* Experience managing a team, with strong people, change management and conflict resolution skills
* Ability to develop and maintain effective partnerships with key stakeholders internally and externally
* Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
* Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
* Ability to develop effective partnerships with a wide range of stakeholders and ability to look for and listen to diverse perspectives.
* Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
* Ability to proactively identify new areas of improvement and implement new ways to do things.
